  2. Commitment to Food Security • More than two-thirds dependent on subsistence rain-fed agriculture. • Food security always an issue. Nepal’s policies and plans reflect it. • Nepal participated in all major international forums relevant to food security and has committed itself to achieve the goals agreed upon.

  3. Commitment to Food Security (Cont’d…) • Nepal’s goals more ambitions than MDGs. • Nepal does not yet have a specific target on hunger reduction.

Characteristics of Food Insecure Livelihood Categories • Rural households cultivating < 0.5 ha. • Landless rural households who depend on daily wage labor in agriculture • Former bonded laborer Social Categories • Dalits • Disadvantaged ethnic groups Geographical Categories • Mid and far-western hill and mountain areas • Rural areas Other Categories • Female head households • Old age people

Assessment of Policies and Programs • Lacks comprehensive approach. • Policies and programs mainly focused on increased agricultural production and income generation. • Outcomes not significant mainly due to implementation weaknesses. • Public distribution not significant. • No price policy. • Direct income transfer limited as well as inadequate. • No significant effort on eliminating seasonal hunger. • No specific measures to deal with hunger in the aftermath of natural calamities.

  10. Conclusions • Food security is a serious problem. No significant progress in last 10 years. May further worsen due to conflict situation. • Paucity of information as less attention to food security monitoring. • Food security issues being addressed on piecemeal basis rather than comprehensively. • Probably lack of understanding of food security issues on the part of policy makers. • Poverty and food security closely intertwined and needs to be simultaneously addressed. • Resolution of conflict a must to improve food security and reduce poverty.
