  5. World War I and Treaty of Versailles • Japan enters as Allies • Takes over German possessions in Pacific • Allies victorious • Treaty of Versailles • Japan has to give back lands conquered • No ethnic equality clause • Japan upset

  6. Washington Naval Conference • 1921 • Leaders of U.S., U.K., Japan, France, Italy • Discuss size of navy • Ratio of 5:5:3, U.S, U.K, Japan • Japan felt slighted

  7. Great Depression to Bombing • 1929-1939 • Led to rise of military in Japan • 1937-invaded China a second time • Caused U.S. to place oil embargoes, freeze assets • Japan wanted to expand into S.E. Asia, U.S., in the way. • Japan saw attacking U.S. as only option.

  8. Tri-Partite Act • 1940 • Signed by Germany, Japan, and Italy • Japan now allied with Germany and Italy • Japan now looking to attack U.S.
