  2. New governance models Hoops? Are you mad? Yes, I am! ‘Stuff’ that’s informed my thinking: The Committee system will be swept away in November (save for audit). An opportunity exists here to transform accountability & oversight of policing. PCC – A New Governance Model?

  3. ‘Stuff’ that’s informed my thinking on new governance (cont’d) The PCC could/should also act as a bridge or facilitator tothe public holding the police to account. Have assumed the force will be sensitive, maybe even hostile, to new forms of being held to account, oversight, scrutiny. The signs are mine will be – they don’t like it up ‘em! Force will also be resistant to new PCC governance that might impose burdens on them – money, time, bureaucracy. PCC – A New Governance Model?

  4. ‘Stuff’ that’s informed my thinking on new governance (cont’d) Force may view any new forms of accountability as more about the PCC demonstrating, even ‘showing-off’, to the electorate they are doing their job, than it is genuine governance of them. PCC – A New Governance Model?

  5. ‘Things’ shaping new thinking on new governance (cont’d) Anything presented to an in-coming PCC must be options only, not a fait accompli. Am aware that some options/new governance may not be personally or politically palatable. Will these ideas pass the ‘Bob Jones test’? PCC – A New Governance Model?

  6. Other Risks/Dangers to this Work Preoccupation with schemes of delegation, /consent. Is that ‘new’ accountability? Hmm.. Is the PCC just a ‘new committee’ of one? I didn’t think that was what the reforms were about. The ghost of the police authority lives on! PCC – A New Governance Model?

  7. Things/Influences Shaping My Ideas for New PCC Governance Oversight, scrutiny and decision-making by the PCC will be fasterand moredynamic. There’s only the PCC (& maybe a deputy). Meeting the new openness & transparency agenda. Big stuff. Connecting the police to the public; the public to the police. PCC – A New Governance Model?

Things/Influences Shaping My Ideas for New PCC Governance That probably the best starting point is to: Identify the ‘WHAT’ things – what issues, topics and areas does a PCC wish to scrutinise, have oversight of & hold to account the force on e.g. crime performance, quality of service. AND 2) To create ‘HOW’ options – how the PCC might want to do that scrutiny, oversight, etc PCC – A New Governance Model?
