  3. Comprehensive Plan Language Issues Addressed • Recognition of ECO in comprehensive plan • Approaches to managing development on ECO land • Policy authorization for conservation development • Policy authorization for TDRs

  4. Comprehensive Plan Language Current Status • TAC reviewed and refined County Smart Growth Amendment through August 2008 • County amendment intended to serve as a model for other interested jurisdictions • County Council transmitted amendment in August • ORC expected in mid-October

  5. Comprehensive Plan Language Remaining Issues • Minor and/or editorial refinements to language • Refinements or additional detail in response to ORC • Implementation issues

  6. Comprehensive Plan Language Next Steps • TAC may provide input to County as it refines County amendment in response to ORC • TAC may refine model in response to ORC • Interested cities use County amendment/model to develop comp plan language appropriate to their circumstances

Approach to Conservation Development Issues Addressed • Purpose and character of conservation development • Applicability • Open space -- protection, management and minimum required • Incentives -- yield and density bonuses • Design standards • Infrastructure -- roads, sewer and water • Streamlined application process

  8. Approach to Conservation Development Current Status • Two documents under development • Policy issues list and recommendations • Model Conservation Subdivision Ordinance • County Council has given direction to re-evaluate exempt subdivisions

  9. Approach to Conservation Development Policy Issues List • Outlines issues to be addressed when implementing conservation development • Recommends approaches to each issue

  10. Approach to Conservation Development Model Conservation Ordinance • Addresses issues outlined in Policy Issues List • Reflects TAC recommendations

  11. Approach to Conservation Development Principal Remaining Issues • Formula for the required percentage of open space • Nature and extent of incentives

  12. Approach to Conservation Development Next Steps • County Council provides County staff direction on conservation development November 6th (tentative date). • TAC finalizes Policy Issues List and Model Conservation Development Ordinance in November

  13. Approach to Conservation Development Next Steps • County develops unified land development code consistent with conservation development approach • Interested cities adapt ordinance or approach

  14. Transfer of Development Rights Current Status • Range of variants under consideration • County and cities (some or all) participate • County only • Designated receiving areas • All increases in density • Preliminary feasibility analysis
