OIF-ECONOTEC Partnership with National Teams in Niger, Sénégal, and Togo with following members of the Steering Committee (alphabetical order): • African Energy Commission (AFREC) • Communauté Économique et Monétaire de l’Afrique Centrale (CEMAC) • Food and Agriculture Organisation of the UN (FAO) • Institut de l’Énergie et de l’Environnement de la Francophonie (IEPF) • International Energy Agency (IEA) • Union Économique et Monétaire Ouest Africaine (UEMOA)

SIE = Energy Information System (EIS) • dash board of the energy sector • data, analysis, and outlook • decision-making tool for energy departments • elaborate sound energy policy • monitor, control, and evaluate energy policy objectives with a set of indicators • more than data: communication process with all energy sector stakeholders • towards an increased transparent energy sector

  4. SIE-Afrique and poverty reduction objectives in Sub-Saharan African countries Defines a framework • ensures coherence of local actions of development partners in the energy sector • helps to set and monitor quantitative goals for implementing energy services in the most underdeveloped regions

SIE-Afrique: Niger, Sénégal, Togo • Long-term goal • Significant contribution to the elaboration and implementation of sound national energy policy in sub-Saharan African countries • Objectives • 3 national energy information systems (EIS) fully functional and perennial, financed through the ministerial of national budget in Niger, Senegal and Togo • EIS managed by an autonomous national team housed in the energy department by 2008

Results Achieved The SIE-Afrique Phase II is a true success: • All objectives were reached, and countries got the following benefits, notably: • A comprehensive knowledge of their energy sector; • A national dialogue framework with all energy stakeholders; • A Ministry strengthened in terms of institutional capabilities and human resources; • An increased transparency of their energy sector. • Results exceeds expected results: first long-term results visible at the end of the project in two countries out of three: • National teams have re-formulated (Niger) or written (for the first time in Togo) their energy policy, with indicators allowing follow-up and evaluation of the energy policy.

  7. Results Achieved The SIE-Afrique Phase II is a true success: • Phase II gave a decisive impulse in the replication of the SIE-Afrique project to other countries. There are now 10 countries that have (or will have) an EIS using the SIE-Coaching method: • SIE-Cameroon (Phase III) • SIE-Afrique Objectif UEMOA (Burkina Faso, Ivory Coast, Guinea Bissau, Mali) • SIE-DRC (Democratic Republic of Congo).

Methodology & Perennity • SIE-Coaching also known as “learning by doing” • Developed by ECONOTEC since 1998. • Integral transfer of knowledge. • National teams have developed the energy information system (EIS) under the supervision of ECONOTEC, playing the role of catalyst. • National team is at the core of the project. • Progressive consolidation of knowledge and competencies of the national teams over 3 years in managing and maintaining the EIS
