M&E in Cooperation Policy within the EPN (CA/185/06) Member States and the EPO have recognized the importance of quality project evaluation, as demonstrated in cooperation policy document CA/185/06: • A cooperation policy based on efficiency and effectiveness needs a reliable mechanism for evaluation. • This mechanism will enable the establishment of the relationship between results, project purpose and overall objectives. • Objective criteria ensure that the activities conducted are efficient and lead to a real benefit for the users. Cooperation Policy, NAPs, and Indicators • NAPs form the basis for co-operation activities. • In the NAP, the NO aims to fit in and connect to the National Strategic Reference Framework (NSFR) of its country => high level priorities of MS and EU. • NAPs • Contain project plans; • Demonstrate objectives-oriented, comprehensive planning approach; • Form the basis for monitoring, evaluation and reporting towards objectives; • Assure transparency through an efficient and targeted use of cooperation funds; Manuel Desantes

EPO MS workshop on Monitoring and Evaluation • EPO MS workshop on Monitoring and Evaluation • Organised on express proposal of Member States in Budapest on 19-20 February 2008 • Based on theoretical as well as practical elements: • "Learning Laboratory" - hands on exercises • Discussions based on participants' experience Results: • Agreement to align the M&E concept of the EPO cooperation with the one used by the EU; • SMART* monitoring indicators will be included in the NAPs; • Common indicators and an evaluation framework for cooperation activities agreed; • Agreement that cost-benefit, outcomes, results and impact of activities shall be regularly monitored and evaluated. *SMART: Specific, Measurable, Available, Relevant, Time-bound Manuel Desantes

Monitoring results/outputs will be used in: • The review process of the cooperation projects and programmes; • Annual status reports provided by the National Offices; • EPO report on cooperation to the Administrative Council; • Independent evaluation by professional project evaluators, carried out every three years.
