  2. PURPOSE • Identify potential MDST support shortfall for warfighter exercise/training events • Generate discussion of warfighter requirements • Generate discussion of alternatives

Missile Defense Space Warning Tool (MDST) Overview MDST Threat • Direct read of TMSS threat data • Surrogate internal threat flyout model based on intel data • External threats via model federation over DIS, HLA • BMDS SIM representation of SBIRS and STSS elements • Funded by MDA/SS, MDA/DES • Sponsored by SBIRS and STSS SPOs • Close coordination on model development and data input • Model benchmarking w/ higher fidelity element simulations, operational systems • Accredited by the SBIRS SPO by intended use (AP 06, VS 07, TF 07) • Certified by USSTRATCOM J65 & IBSSO to provide ballistic missile early warning messages to the warfighter over operational broadcasts • Supports ~110 events per year • Joint warfighter training exercises • TES architecture Health Checks • BMDS test preparation • BMDS wargames • C2BMC test driver • BMDS Performance Assessment • Can run real-time or faster • Non-proprietary, MDA owned Theater Strategic Sensors • Space-based infrared sensor payload models • GEO, HEO, and LEO satellite orbits DSP SBIRS High STSS Ground Elements [Producers] • Models current Theater Event System (TES) elements • Models MCS for BMDS applications • MDSEC ground station for STSS applications TES: JTAGS MCS TACDAR MDSEC MCS ITW/AA Tactical Messages • Certified to broadcast IBS-I and IBS-S (assigned blocks of inject IDs and track numbers) • Two-way TDL-J over serial link • VMF/SSMS messaging to support BMDS events IBS-I IBS-S TDL-J VMF SSMS

BACKGROUND / ISSUES • MDA sources indicate funding shortfall will limit funding for MDST support • Continued operator support for RDTE efforts • Limited future support for non-RDTE efforts • Current MDA funding for MDST support is approx $2.2M • $1.1M for support to Combatant Command exercises • $1.1M for direct support to other MDA events • MDST currently supports over 120 events per year • MDST is certified for IBS broadcast

USSTRATCOM/J7 ALTERNATIVE • STRAT/J7 needed a way to stimulate the GCCS COP with missile data for numerous internal training events • Scenario injector developed for USSTRATCOM/J7 • IP to IP / IP to GCCS server • Not currently certified for broadcast over IBS • Tested during numerous training events and used during GT 09 to populate GCCS COP w/ missile events
