BCRC-El Salvador’s Mission To support governments, the private sector and civil society organizations, in the environmentally sound management of hazardous materials and other wastes… through the implementation of the Basel Convention and other related conventions and initiatives… promoting training, technology transfer and access to information, as well as raising the awareness of the general public, to prevent damage to the environment and to the health of the population and to contribute to competitiveness and sustainable development.

  11. Formulation of the WEEE Strategyfor Central America • LaunchedonMarch 2013 at the PACE/ITU Central American CapacityBuildingWorkshopon ESM of WEEE, organized in San Salvador, in partnershipwith CCAD, COMTELCA, SIGET and MARN-El Salvador.

Project “Formulation of the WEEE Strategyfor Central America • Workshopgathered 86 participantsfromEnvironment, Health and TelecommunicationsAuthorities of Central America, Academia, NGOs, and regional and extraregionalprivatecompanies. BCRC-Caribbean participated. • Created a specialmomentumworkingunder a public-private sector partnershipframework, tappinginto regional and internationalnetworks. • Produced a 20-point agenda as a firstframeworkfor the Central American WEEE Strategy.

Project “Formulation of the WEEE Strategyfor Central America • Expertspeakers, members of BCRC-El Salvador’sinternationalnetwork, sharedtheirwillingnesstosupport the formulation and implementation of the WEEE strategyfor Central America(e.g. USEPA, Ministry of Environment of Japan, Ministry of Trade of Brazil, StEP/UNU, SBRS, EMPA WEEE Project in Colombia, MIT, INTERPOL Environmental Crime Division, SIMS RecyclingSolutions, Telefonica, DELL, etc.). • Workshopformed the coregroupwhichwillformulate the WEEE Strategy in Central America, including the Central American CommissiononTelecommunications (COMTELCA).

Project “Formulation of the WEEE Strategyfor Central America • Created a favorable environmentfor the organization of nationalworkshops in support of the formulation of the WEEE Strategyfor Central America. • Itallowed the sharing of the Costa Rican WEEE policy and BCRC-El Salvador’stechnology transfer on ESM of Used Lead AcidBatteries (ULAB), whichfacilitated $35 million in greeninvestments in Guatemala (Acumuladores Iberia), Costa Rica (PB Metals), in the Dominican Republic (VERI) and in Colombia (MAC).

Project “Formulation of the WEEE Strategyfor Central America • BCRC-El Salvador: • Coordinateswith SIMAN DepartmentStorestolaunchsincronizedcollectioncampaigns in El Salvador, Guatemala, Costa Rica and Nicaragua. • Prepares a subregional componentfor Central Americawithin the UNIDO WEEE LatinAmerica Project (13 countries). • Advancesconversationstoorganize the firstLatin American WEEE Academyfor Managers (March 2014) in partnershipwithStEP/UNU and UNIDO.

Project “Formulation of the WEEE Strategyfor Central America • BCRC-El Salvador: • Advancestowards a projectwithfunding and technicalassistancefrom the EnvironmentProtectionAdministration of Taiwan (EPAT) and technicalsupportfrom USEPA, whichwillsupport the formulation of the WEEE Strategyfor El Salvador, and sets a pilotelectronic tracking systemfor transboundary movements of hazardouswastesbetween El Salvador and Guatemala, and backs the WEEE Strategyfor Central America.

Project “Formulation of the WEEE Strategyfor Central America • BCRC-El Salvador: • ConnectedAutoconsawith the Center for PC Repair and Assembly (CREST), allowing 600 workingCRTstobereused in publicschools. • Follows up the formalization of SAICM $250,000 fundingfor the $650,000 public-private sector WEEE projectfor Honduras and Nicaragua (formulatedby the WEEE Central American TaskForce (UNEP/UNDP/BCRC-ELSalvador), approved in May 2012, butstillpendingbecause of lack of funding).

Project “Formulation of the WEEE Strategyfor Central America • BCRC-El Salvador: • Uses the BaselConvention COP11 approved inter-sesionalprogram of PilotActivitiessupporting the ESM Framework forHazardousWastes, whichincludes e-waste, and ULAB, withfinancialsupportfromJapan and Switzerland, toobtainadditionalsupportto the WEEE Strategyfor Central America. • Organizes a visitto Costa Rica nextJuly 23, 2013, of the WasteCoordinator of the Ministry of the Environment of Japan.

Project “Formulation of the WEEE Strategyfor Central America • BCRC-El Salvador: • Organized a global partnershipfor ESM of ULAB withsupportfrom 10 Basel and Stockholm Regional Centers, with the support of the UNEP InternationalEnvironmentTechnology Center (UNEP-IETC), based in Osaka Japan, launched at the Triple COP on May 2013. • Introduced ULAB as a themewithin the new GEF 6 round, as member of the TAG onChemicals. • The abovewillhelpfinance the ULAB component of the WEEE Strategyfor Central America.
