  2. 1994 • 14,487 Statewide Felony Adjudications • 3,024 DYS admissions • 142 12-13 year olds • 40% of admissions were 12-15 years old • 197 Girls • 20.1 % admission to adjudication rate • (one out of every five youth adjudicated of a felony offense was sent to DYS)

  3. 1994 • DYS had 11 institutions (including Freedom Center and Opportunity Center) • Population was forecasted to continue to grow!

  5. 2004 (10 Years) • 9,064 felony adjudications statewide. • -44.8% from FY 1994 • 1,703 DYS admissions • 63 12-13 year olds • 31% of admissions were 12 – 15 years old • 162 Girls • 18.8 % admission to adjudication rate

  6. 2004 • DYS had nine institutions (including Paint Creek and Freedom Center) • Due to fiscal realities and to stabilize funding for the grant, the formula was changed, with input from the courts, to the current formula. • Up to this point courts were receiving RECLAIM payments monthly. Changed to current 3x/fiscal year (July, January, and June)

  14. 2010 • Targeted RECLAIM is initiated to the court’s with the highest DYS admissions • 8 DYS initiations (including Paint Creek and Columbus CBTC) • Avg DYS population 1,191 youth • No longer had to track Youth Services Grant and RECLAIM separately

  15. 2014 (20 Years) • 4,674 felony adjudications statewide. • -67.7% from FY 1994 • 439 DYS admissions ( 2nd year under 500 admissions) • 0 12-year olds and 2 13-year olds • 18% of admissions were 12 – 15 years old • 31 Girls • 9.4 % admission to adjudication rate • 2nd year of less than 10% admissions to adjudication • Less than 1 of every 10 youth adjudicated of a felony are committed to DYS

  16. 2014 • Targeted RECLAIM was expanded to 15 counties in 2012 • Average DYS daily population 508 • 3 DYS facilities and 4 contract facilities • Closure of five large correctional facilities

  17. 2018 • 4,195 felony adjudications statewide. • -71% from FY 1994 • 381 DYS admissions ( 6th year under 500 admissions) • 0 12-year olds and 4 13-year olds • 30 Girls • 9.1 % admission to adjudication rate • 6th year of less than 10% admissions to adjudication • Less than 1 of every 10 youth adjudicated of a felony are committed to DYS

  18. 2018 • Competitive RECLAIM was initiated (FY 2015) • 3 DYS facilities and 4 contract facilities (Paint Creek and Girls Mental Health) • Average DYS daily population 515
