International Science Programme (ISP)Uppsala University, Sweden • Goal of the program: • To strengthen domestic capacity for research and postgraduate education in basic sciences (physics*, chemistry and mathematics) • Total budget for 2011 about 5 million USD • Support to about 60 research groups and networks in Africa, Asia and Central America • Main Funder: Swedish International Development Support Agency (Sida) • ISP works directly with the university departments and scientists. • Support for instrumentation, PhD education (sandwich basis), journals, computers, travel, conference visits, collaboration with Swedish institutes, etc. • Long term support (10- 25 yrs) • Applications ‘by invitation’ only. • The institutes in the developing countries define the areas of interest. • The ISP model counteracts ”brain drain”. However: ”Potential intellectual capacity never realised because opportunities for higher education are lacking! OAD Workshop 12-14 Dec. 2011 * Including geophysics (and astrophysics)

(i.e for multinationals to point out the value of educated manpower in the country, for aid agencies the contribution to poverty reduction and other UN millennium goals, etc., etc.?) International Science Programme (ISP)Uppsala University, Sweden • Logical Framework Approach (LFA) • Break down the goals in realistic (attainable) sub-goals • Identifies whether planned activities contribute to achieving expected results • Shifts focus from activities or outputs to outcomes • Focuses and sharpens thinking and programming • Detect and correct problems during implementation • Is broadly used by major funding agencies (UNDP, World Bank, EU, CIDA, Sida, etc.) • Prove the contribution of project/programme to stakeholders, including funding organizations • Good tool for evaluation and self-assessment OAD Workshop 12-14 Dec. 2011
