4. Laws & Regulations:Accessibility, Use-ability Home Modifications - Session 2 “We can’t afford to throw all our existing housing stock away, so what can we do with it now?”

5. Individual Needs • People are individuals, including those with disabilities. Everyone has their own way of doing activities (or would, if their environment allowed for it) • Clear picture of a person’s skills & limitations

6. Codes & Standards • Building and accessibility codes set minimum standards, based on “average” dimensions established by studying large numbers of people. These provisions are most appropriate in public spaces. • Code provisions are based on averages, not individuals. So even adhering to code, you may wind up with something un-usable. Designers need to ask questions and individualizeenvironments as much as budgets and other circumstances permit.

8. Fair Housing’s 7 Requirements • At least one entrance on an accessible route to every covered building and dwelling unit on the ground floor. • -Public and common use areas of such buildings • All the doors within the dwelling provide at least 32” clear opening • An accessible route throughout the interior of each dwelling • Light switches, electrical outlets, thermostats and other environmental controls are within reach • -Reinforced walls for grab bars • Useable Kitchens & Bathrooms

9. ... & Standards • Wisconsin 1 & 2 Family Dwelling Code • Wisconsin Commercial Code incorporates ADA • ANSI A-117.1 (2003) “safe harbor” • Uniform Federal Accessibility Standards (UFAS)

10. Matching an Individual’s needs with Codes & Standards • What features does the individual need? • What does the Code/Standard require? • What does the environment allow? • What does the Budget allow?

11. Get help navigating the system.... • Architects are useful - they help define options, and set standards for builders to follow • Builders are part of the team

12. Permits: a chance for review before construction • Code officials are critical to getting the modifications done. • Remember 1 & 2 Family Code has no accessibility provisions • MultiFamily Code does include access

13. Real Life Examples: 3 most needed areas • Entry - be sure it leads to somewhere useable • Kitchens - need to know who is doing the food preparation (now and in the future) • Bathrooms - independence versus assisted
