  1. Austin Independent School District and IDEA Public Schools In-District Charter Contractual Agreement All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

General Program Overview • Will begin with K-2 and 6th grade at Allan Elementary campus in 2012-13 • 125 students in grades K-2 225 students in grade 6 • Will operate on 177 school year with longer school days and Saturday school when necessary • Program for primary students includes intensive direct instruction in core academic areas • AISD will provide school choice information to eligible students All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  3. Enrollment • IDEA agrees to • Provide educational services to eligible students enrolled in IDEA • Accept any payments from AISD under the Agreement as full payment seeking no additional tuition payments • If space available, accept eligible students from AISD beyond the Eastside Memorial feeder pattern (Martin attendance area) All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  4. Student Support Services • AISD shall provide • Transportation and bus routes in accordance with IDEA school operation needs • Free and reduced breakfast, lunch, and snack programs in accordance with federally funded Child Nutrition Program, including personnel • Allowance for IDEA to participate in grant processes All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  5. Student Support Services • AISD agrees to • Create “buy back” agreement to IDEA for student support services ie: • assessment materials • nursing, counseling, diagnostic • special education and related services • 504/dyslexia • health benefits • IDEA agrees to • compliance with all state and federal laws • respond appropriately to emergencies • implement health and safety procedures • obtain and provide to AISD all information required for free and reduced lunch participation All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  6. Student support services • IDEA agrees to identify students needing and provide services for • Special education • 504/Dyslexia • English Language Learners • Bilingual students • IDEA may refer students for assessments and services using normal AISD procedures, IDEA will bear the cost of these services • AISD and IDEA will work collaboratively to meet compliance with the FAPE programs and IDEA Act • IDEA agrees to provide enrichment opportunities for IDEA students including academic and special interest All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  7. Standards and Records • IDEA agrees to • Maintain standards set by TEA including: • certification of staff • enrollment and attendance • curriculum incorporation of the TEKS • student evaluation • Maintain records relating to student records requirements in accordance with AISD and PEIMS • Provide access to student, administrative, and educational records to AISD • Employ an on-site PEIMS coordinator who may be trained by AISD All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

Standards and Records • AISD agrees to • Prepare and maintain both AISD/IDEA records for state and federal reporting • Monitor performance & services provided by IDEA related to • High school : average daily attendance, graduation rate, drop out rate, completion rate of core courses, and passing rate for end-of-course exams • Elementary and Middle School: average daily attendance, passing rate on state examinations, and accountability levels All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  9. Assessment • IDEA agrees to • Evaluate students based on national and state-grade level standards • Document grade reporting and make grade reporting available for review by AISD and TEA • Administer state required tests on-site, send staff to required training, and utilize IDEA staff for testing • Make grades and other informational data available to AISD in accordance with written procedures by TEA All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  10. Disciplinary Procedures • IDEA shall assume responsibility for and will follow disciplinary procedures in accordance with the law and student code of conduct • IDEA shall not return a student to another AISD school as disciplinary action • IDEA shall seek approval for involuntary removal from AISD and the AISD Superintendent or designee All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  11. Staffing • IDEA will guarantee current staff at Allan, Martinor Eastside Memorial that would like to work for IDEA will be guaranteed opportunity to interview with IDEA • Classified personnel at Allan, Martin and Eastside Memorial will be interviewed by IDEA including positions in office, clerical, and custodial work. • IDEA will provide information regarding employee information for AISD to provide background checks. • IDEA will remove all parties that do not meet background check standards. All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  12. Professional Development • IDEA agrees to • Allow AISD teachers and/or staff to participate in IDEA professional development and trainings • Accommodate requested classroom visits and observations from AISD staff • Austin ISD agrees to • Allow IDEA teachers and/or staff to participate in AISD professional development and trainings • Accommodate requested classroom visits and observations from IDEA All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  13. Parent and family connections • IDEA agrees to • Encourage parent organization involvement with Austin ISD’s Council of PTA’s • Admit siblings • Hold parent/student complaint hearings All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  14. Administration • IDEA agrees to • Identify an IDEA administrative representative • Collaborate with AISD Office of Innovation and Development • Follow AISD’s Office of Public Relations and Multicultural outreach protocols • Meet with Eastside Memorial Vertical team Elementary staff All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  15. School Sites • AISD shall not occupy, or open occupation to others of designated IDEA spaces without written consent by IDEA • AISD shall be responsible for any costs associated to ADA compliance • IDEA shall inform AISD of the needs or ADA compliance as needed All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  16. Facilities and Property • AISD shall permit IDEA opportunities to participate in district’s bid and procurement services for supplies and upkeep • Building occupation • AISD shall provide to IDEA designated School Sites located at Allan Elementary and Eastside Memorial High School equal to the quality or manner that it provided to Austin ISD students, staff, and faculty • IDEA prior to occupation, shall inspect School sites and inform AISD of any repairs within 15 days All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  17. Utilities • AISD shall provide connections to all utilities and services necessary for operation • IDEA shall bear all costs for services and utilities (electricity, water, sewage, gas, local phone, cable, internet) All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  18. Maintenance • IDEA shall be responsible for routine care, cleaning, and maintenance • IDEA shall be responsible for repairs less than $5,000 per event • If above $5,000 IDEA will be responsible if IDEA was involved with negligence or lack of care • AISD shall be responsible in all other cases and will complete them in a timely manner • IDEA may request repairs initiated by IDEA be completed by AISD with reimbursement to AISD for cost of repairs All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  19. Building Sites • AISD shall not occupy, or open occupation to others of designated IDEA spaces without written consent by IDEA • AISD shall be responsible for any costs associated with ADA compliance • IDEA shall inform AISD of the needs or ADA compliance as needed All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  20. Damages and Security • IDEA will be responsible for any damages to School Sites incurred by staff, parents, guests, and students • Normal wear and tear will not be included in this responsibility • Security and resource officers shall be provided by AISD All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  21. Equipment and Textbooks • AISD shall provide furnishings for regular use (ex. chairs, desks, tables) and food service equipment as requested in the first year of each new grade level at no cost to IDEA • Computer hardware will be provided by IDEA; networking capability will be provided by Austin ISD • IDEA shall provide students with state-recommended textbooks and instructional materials • Textbooks available through AISD textbook department will be provided to IDEA at no additional cost to IDEA • Idea shall be accountable for items furnished by AISD lost or not returned (textbooks, equipment) All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools

  22. Partnership Considerations • IDEA understands that continence is dependent upon • Meeting adequate yearly progress • Substantial improvement for enrolled student groups including of focus • AISD reserves the right to conduct evaluations • AISD agrees to explore opportunities for IDEA growth based upon supporting evidence All information obtained from Final Agreement between Austin ISD Schools and IDEA Public Schools
