Recent Report ChangesBorrower Demographic Report • Report includes borrowers from the requesting school • Provides demographic data as reported to NSLDS by any source: • Borrower Name, SSN, and DOB • Addresses • Phone numbers • E-mail addresses • Can be used in conjunction with the School Portfolio Report (SCHPR1)

Enrollment ReportingImportance of Enrollment Reporting • Critical for administration of Title IV Loan Programs • Ensures students’ interest subsidy entitlements are protected • Essential for • Proper servicing of loan throughout the life cycle of the loan • Preventing loan defaults • School cohort default rate management

Enrollment ReportingReport Students Where They Attend • It is important that schools add financial aid recipients to their rosters if the students are not already on the roster • Students should be reported at two locations of the same 6-digit OPEID ONLY IF the student is actually attending both locations • If the student is not enrolled at both locations, report the correct location for the student • If a student appears on a roster of an incorrect location, use the “Move To” functionality to report the correct location for the student

Enrollment Reporting“Move To” Location Functionality • The location field • Last 2-digits of the 8-digit OPEID • Has been added in both batch and online • Schools that share the same 6-digit OPEID and Administrator can “move” a student to the roster of the location where s/he attends • Helpful for students misreported at a location • Helpful for transfers between locations

  14. Enrollment Reporting“Move To” Location Functionality • As of July 2013, NSLDS stores and displays the status of “Moved” online instead of Withdrawn

Enrollment ReportingEnrollment Push to Roster • A school can use the “Enrollment Push to Roster” feature when: • A student belongs on a roster for which you cannot report • You have no administrative rights for that location • The student transferred to a school for which you do not report • Enter school code and click submit for the student to be added to the next roster Enter School Code

Enrollment ReportingEnrollment Spreadsheet Submittal • NSLDS has an enrollment spreadsheet submittal process for schools that don’t send batch files. • Allows direct upload to NSLDSFAP Web site from user’s computer • Uses spreadsheet created by the user • User can use the Roster File, in CSV format, received from NSLDS to create the spreadsheet • Any errors are displayed right away on the user’s screen • File has 1mb size limitation (that is lots of students!) The SSCR Release 3.0 software is no longer available!

Loan Exit Counseling • Online loan exit counseling moved from NSLDS Student Access to StudentLoans.gov • NSLDS will continue to store exit counseling completion data and distribute exit counseling reports to schools, loan holders, and loan servicers • TEACH exit counseling will remain on NSLDS Student Access

Recent Student Eligibility ChangesAggregate Calculations New as of January 2013 • Enhanced the linking of underlying loans of Direct Unsubsidized Consolidation Loans (D5) and Direct Subsidized Consolidation Loans (D6) • Enhanced treatment of capitalized interest to exclude from Outstanding Principal Balances (OPB) for open, non-consolidation loans • Capitalized interest is only reported to NSLDS by federal loan servicers for loans that are owned by the Department • Capitalized Interest amounts are found on the Loan Detail Web page

Repayment Plan Reporting • Federal Loan Servicers report on Direct Loans and FFEL Loans that are owned by the Department • The new repayment plans were added to NSLDS to: • Expand on the existing Income-Driven plans (Income-Based, Income-Contingent and Pay As You Earn) • Add the Alternative Repayment Plans available for Direct Loans • These additions allow the ED Servicers to report the repayment plans at a detailed level

  22. Not-For-Profit Servicers • The following servicers have transferred their Direct Loan portfolio to other federal loan servicers:

  23. New Federal Perkins Loan Servicer • Servicer Name: ECSI Federal Perkins Servicer • ED Servicer Code: 529 • Begin accepting new assignments: November 1, 2013 • Reporting to NSLDS: December 2013 • NSLDSFAP Website display

  24. Total and Permanent Disability (TPD) • In July 2013, ED centralized how borrowers submit applications for Total and Permanent Disability. Now, borrowers submit their application to ED rather than to their individual loan holders • Only one application is required to apply for a TPD discharge of all Title IV loans and/or TEACH Grant service obligations • Processing is handled by Department of ED/Nelnet (582) • A new disability contact type (Disability Processing) created on NSLDS for schools to list appropriate contact Act Now!

Scorecard Future Enhancements • Enhancements to the NSLDS Median Borrowing Backup Detail Report • Includes Disbursement Amount information. • For the 2012 calculation of the Net Loan Amount is the Loan Amount minus the Cancel Amount. • For the 2013 and later calculations of the Net Loan Amount is the Disbursement Amount. • New NSLDS Debt to Earning Back Detail Report • The report provides detailed information used in the calculation a student debt to earnings • New Scorecard display pages on the NSLDSFAP Website

Year-End Acknowledgement • PDPAs must confirmactive SAIG mailboxes or all users in their organization risk losing access • Affects access to NSLDS & Title IV aid reporting: • All Online capabilities • Enrollment Reporting • Perkins Reporting • TSM/FAH Reporting • eCDRs • Deadline to validate is DECEMBER 13, 2013 Act Now!

Student Eligibility • No changes to TSM/FAH Record layouts in January 2014 for the 2014-15 Award Year. • Changes in April 2014: • New fields will be added in April 2014 for 150% Direct Sub Loan Limit. • NSLDS will begin adding students to school’s Enrollment Roster if they are on the TSM Monitoring List

  32. School Locations > 99 • Beginning April 2014, NSLDS will be able to receive and process OPE IDs where the first digit is 1-9 • The enhancement is to accommodate schools with over 99 branches • Examples: 1. Main Branch = 001234 Branch = 120 2. Main Branch = 001234 Branch = 715

  33. School Locations > 99 • Currently a user enters a 2-digit branch code to retrieve data for a particular branch or asterisk (*) for all branches which are associated to their School ID.

  34. School Locations > 99 • Beginning Spring 2014, users will enter the 8-digit school code to retrieve data for a specific branch or an asterisk (*) to indicate all branches.

  39. 150% Direct Sub Loan LimitIdentifying First-Time Borrowers • COD, with help from NSLDS, is the primary identifier of first-time borrowers • COD sends the Subsidized Usage Limit Applies (SULA) Flag to federal loan servicers • Subsidized Usage Limit Applies (SULA) Flag is reported to NSLDS from federal loan servicers

  41. 150% Direct Sub Loan LimitNew Loan Types “D0” & “D9” • New Loan Types: • “D0” for Direct Subsidized (SULA Eligible) loans • “D9” for Direct Consolidation Subsidized (SULA Eligible) loans • New “D0” & “D9” loan types will display on: • NSLDS Websites • NSLDS Reports • Financial Aid History (FAH) • Transfer Student Monitoring (TSM) • Conversion of “D0” loan type for the Central Processing System (CPS) and www.studentloans.gov: • New “D0” loan type will be converted as “D1” for 2013-2014 • New “D0” loan type will appear as “D0” for 2014-2015

  42. 150% Direct Sub Loan LimitSchool Portfolio Report (SCHPR1) • The School Portfolio Report was updated to include: • “D0” in the list of loan types identifying Direct Loans • “D9” will be included in the next version • SULA Flag indicator on loans (‘Y’, ‘N’ or blank) • Updated record layout were posted on IFAP in July 2013 • Additional updates will be made in upcoming phases

  47. 150% Direct Sub Loan LimitMaximum Eligibility Period • NSLDS will calculate the Maximum Eligibility Period (MEP) from the new Program-Level Enrollment Reporting elements provided by Schools • NSLDS will display the MEP on the NSLDS websites • NSLDS will include the MEP in TSM, FAH, and selected NSLDS Reports • NSLDS will not send the MEP to CPS for inclusion on the 2014-2015 ISIR

  48. 150% Direct Sub Loan LimitTracking Subsidized Usage Periods • COD will calculate the Subsidized Usage Periods (SUP) for each loan and send to NSLDS • NSLDS will display the SUP on the NSLDS websites • NSLDS will include the SUP in TSM, FAH, and selected NSLDS Reports • NSLDS will send the borrower-level SUP to CPS for inclusion on the 2014-2015 ISIR

  49. 150% Direct Sub Loan LimitLoss of Subsidy • NSLDS will determine if Loss of Interest Subsidy should occur on a borrower’s loan based on the borrower’s Remaining Eligibility Period (REP) and the borrower’s program-level enrollment status. • NSLDS will display the Loss of Subsidy on the NSLDS Websites • NSLDS will include the Loss of Subsidy in TSM, FAH, and selected NSLDS Reports • NSLDS will send the Loss of Subsidy to the federal loan servicers

  50. 150% Direct Sub Loan LimitLoss of Subsidy • First-time borrowers can lose interest subsidy on outstanding Direct Subsidized Loans in certain conditions. • Must first have no remaining eligibility period (REP <=0) • Must not have completed a program after the Loan Period Begin Date • Must have new qualifying enrollment (not a new loan) *Subsidy loss is effective on the date of the triggering enrollment.
