  16. What is a GDL???? • There are 2 Phases – Special Learner’s Permit and Provisional License Phase ***GRADUATED DRIVER LICENSE REQUIRES EVERYONE IN THE CAR TO BE WEARING SEATBELTS. EVEN IN THE BACK SEAT. • VIOLATING ANY OF THE GDL LAW WILL RESULT IN A FINE OF AT LEAST 100 DOLLARS OR MORE
