Economic and Environmental Implications of Alternative Fuel use and Regulations in the Mountain Plains Region • Includes the Following States • ND, SD, MT, CO, UT, WY • Analysis includes: • Benefit/cost analysis for switching from traditional to alternative fuels • Regional trends and key factors affecting alternative fuel usage • Impacts of alternative fuel policy and the effects on transportation sectors • Transit and municipal fleet case studies

Study of the Highway Impacts Due to the Location of Ethanol Facilities • Specifically focuses on the proposed Ethanol & Biodiesel plant at Spiritwood, ND – which will be part of the proposed Spiritwood Energy Park • 100 MGY Ethanol production • 35 MGY Biodiesel production • 50 Megawatt coal electric facility • Analysis includes: • Estimation of the corn basis change as a result of plant location • Estimation of changes in production due to basis change • Modeling commodity flow using a GIS/Cube network analysis • Estimation of the impacts of the incremental traffic on the state, federal, and county systems surrounding the proposed facility
