FTA TRANSIT CONSTRUCTION WORKSHOP AUGUST 27 – 28, 2019 | SEATTLE, WASHINGTON Advancing Projects Beyond 30% Design Prior to Design-Build Procurement • Key benefits of the design-build delivery method are: • Project time/cost savings • Private sector innovation • Transfer of Owner’s risks • However, after undertaking and completing several mega design/build projects at Metro, we discovered… • Mega projects risks, especially political, not necessarily easily transferred • Address issues through advancing design development prior to bid • Metro challenge for how far to advance the designs before bid

FTA TRANSIT CONSTRUCTION WORKSHOP AUGUST 27 – 28, 2019 | SEATTLE, WASHINGTON • Key areas to focus on: • Master Cooperative Agreements (MCAs) with Stakeholders. • Right-of-Way (ROW) acquisitions. • Advanced Utility Relocation (AUR) agreements. • Geotechnical Baseline Reports (GBRs). • Underground station design conflicts. • Fire & Life Safety requirements. • Appropriate timing & level of design development prior to releasing a design-build procurement has proven to greatly improve: • Definition of Scope; • Identification of Risks; • Accuracy of Budgets; and • Reduce the likelihood of Stakeholder “scope creep” after award.

Construction Manager/General Contractor (CM/GC) or “CM at Risk” (hybrid of DBB + DB)
