  3. Agenda • Purpose of the users’ group • About the HCIS implementation • Guiding legislation/regulations/rules • Forming an HCIS committee to focus in more detail on updated HMIS guidance from HUD

  4. Purpose • To communicate about the “big picture” for HMIS • To offer more detailed information about our implementation of HMIS/HCIS • To provide opportunities for people to contribute to some of the governance and direction of HCIS • Meet quarterly by phone; hold smaller group meetings as needed

  5. About the HCIS Implementation • Our implementation currently includes five CoCs: • VA-500: Richmond region • VA-509: Crater • VA-513: Shenandoah • VA-517: West Piedmont (merging with Balance of State) • VA-521: Balance of State – made up of several planning groups

  6. About the HCIS Implementation • We started using Servicepoint in 2004. • Overall, there are 61,448 unduplicated clients in the system. • In the past year, 7675 new clients were created. • There are 180 users and 167 programs in the system.

Guiding Legislation/Regulations/Rules HEARTH Act: Homeless Emergency Assistance and Rapid Transition to Housing Act (2009) • Reauthorization of McKinney-Vento Homeless Assistance programs (last reauthorized in 1992) • Emphasis on rapid re-housing and system-wide performance • Increased community-level coordination required Continuum of Care Interim Rule (July 2012) • HUD’s proposal to implement the changes in the HEARTH Act • Likely to be “interim” for 1 – 2 years • HUD will re-open for public comment later this year

HCIS Committee • We are in the process of forming a committee with 1-3 representatives from each of the CoCs to discuss: • Data quality standards • Privacy and security • Policies and procedures • Programmatic requirements • Reporting • Decision-making • If you are interested in participating, please email Tonya: tharris@homewardva.org by May 15th.
