  2. Radiation Control in Kingdom of Bahrain The Supreme Council for Environment (Regularity Body) The existing laws and regulations: 1. Legislative Decree No. 21 of 1996 in Respect with the Environment. The most articles related to radiation control are Article 4, item 19, and Article16. (Recently this Decree was amended, and draft of this amendment was sent to parliament to approve it.) 2. Resolution No. (2) for the year 2001 on the procedures for environmental inspection, surveying and assignments. 3. Ministerial No. (3) For the year 2005 on the requirements and environmental standards in the workplace. 4. Ministerial Order (4) of the year 2007 with respect to the authorization given to Environmental specialists and Inspectors from The Supreme Council for Environment (Law Enforcement /Judicial Seize.

  3. National Legislations 5. Resolution Of The Minister Of Health No. (1) For The Year 1995 On Regulating The Profession Of Radiology "Examination And Treatment". - Attached to this resolution are several detailed annexes regarding the duties of the radiological center, health requirements in the examination radiation center, in terms of building, facilities, furnishing and waste disposal, the requirements of and safety precautions for workers and professional designations, qualifications and job requirements. 6. Decree No. (1) for 2011 with respect to the establishment of The Supreme Committee for Energy • The committee is mandated with all issues concerning Energy, establishing Energy polices, strategies, plans in the Kingdom of Bahrain, studying all the available choices to meet the Kingdom's demands of Energy. - This Committee replaced the National Committee For The Use Of Nuclear Energy, which was established by Council of Ministers (Issued in 2009).

Legislations In The Process 1-  Environmental Draft Law (Amendment of the Decree No. 21 for the year 1996) • The objective of this draft is to develop a new comprehensive environmental law, that include the protection of radioactive material and to establish a system of licensing and control of these materials. (Recently sent to parliament to Approve it) 2- Draft Law For The Use Of Nuclear Energy in Peaceful Purposes • The objective of this draft is to develop a new comprehensive law to regulate the use of nuclear energy in peaceful purposes, and in conformity with international requirements in this regard. The draft law is currently under preparation. (Under consideration of Fatwa and Legislation Authority)

Radiation Control in Kingdom of Bahrain Law Enforcement/Judicial Seize The Supreme Council for Environment is responsible for the following: 1- Licensing the Establishments for handling, importing and exporting of radioactive materials. 2- Inspection. 3- Follow up environmental complains. 4- Controlling radioactive Materials through ports, data storing, reporting and management. The Supreme Council for Environment used RAIS Programs (designed by IAEA to assist member states in establishing an affective and sustainable regulatory Control) and as a tool for the management of information related to the radiation sources (authorization process , inspection and quality assurance).

Mechanism of importation of Radioactive Materials 1-The Importer of Radioactive material must be licensed from Environmental Control Directorate 2- Importation request must be Submitted, to the Environmental Control Directorate for approval either by fax or by hand. 3- It must include the documents needed regarding type of radiation, activity, manufacturer, country of manufacturing and date of importation.

  13. Mechanism of importation of Radioactive Materials 4- After getting the approval the importer needed to notify the Environmental Control Directorate within 24 hrs before the arrival of the radioactive materials to the border. 5- Releasing of the radioactive material from the customs must be done In the presence of Institution technician, the inspector will examine the documents and carry out the Measurements for leakages / the Dose Exposure by survey meter before releasing the radioactive material .

Data Storing , Reporting and Management The Environmental Control Directorate used RAIS Programs (designed by IAEA to assist Member States in establishing an affective and sustainable regulatory Control)as a tool for the management of information related to the radiation sources (authorization process , inspection and quality assurance) .

  15. Future Plan for monitoring of radioactive and nuclear Pollution in the Kingdom of Bahrain • The supreme council for Environment had approved establishing the National Radiation Protection Center in 6th August 2013. • Kingdom of Bahrain is planning to implement a project to monitor radioactive and nuclear pollution. The aim of this project is to provide the Kingdom with capacity to monitor, detect and evaluate atmospheric & water pollution from any radiological or nuclear emissions that may reach within the Kingdom or to the surrounding Area. This project has been included in the Government's program of action plan for the period 2011-2014 (third legislative term).

  16. Future Plan for monitoring of radioactive and nuclear Pollution in the Kingdom of Bahrain 2- Bahrain also submitted to the International Atomic Energy Agency (IAEA) within the technical cooperation program for the period 2014-2015 a project under the name of strengthening national capacity to measure radiological impacts in case of a transboundary emergency involving nuclear facilities in the Gulf and beyond". (The approval was obtained principally for implementation).
