  3. Literacy-Definition The ability of reading, writing and manipulation of basic numeracy (Addition, Multiplication, Subtraction and Division) (In consensus with the National definition)

  4. Training of professional and Literacy Facilitators • Institutes for training and research in literacy and NFBE should be established at national & provincial level • Supervisors/monitors should be trained as facilitators/mentors • Adult literacy portion be included in the pre service curriculum and teacher training • Provincial/regional resource center by NCHD

  5. Assessment indicators • 400 to 500 hours within six months • Reflection of life skills • Competencies be assessed (as mentioned in the National Literacy curriculum)

  6. Up gradation of existing literacy Primers • Primers to include functional literacy as per the local requirements. • Optional certification by NCHD as equivalence to 3rd Grade. • Opportunities for the learners to continue learning process as per their needs/interest • Regular review of existing primers Ms Rehana: Six months is not sufficient to meet the requirements of being a literate of 3rd grade (Social study and science)

  7. Monitoring and Evaluation • Ongoing Monitoring to be done by the • Provincial Education/Literacy Departments, • District Education/Literacy Department • NGOs+CBOs etc. • Evaluation at the end of each phase by NCHD

  8. Research for impact assessment • Involvement and linkages of Universities and Education foundation in evaluation and research • Regular process of research and development by NCHD through studies of best practices around the world.
