  1. SUREA time-oriented model for Sustainable Urban Regeneration Carolina Pacchi, Politecnico di Milano Agorada, Brussels, 21 November 2002

  2. PROJECT STRUCTURE • Research project under the EU V Framework Programme (DG Research) • 10 partners in 5 countries (Italy, France, Germany, Spain, Poland), 1 Partner at the European level (Eurada) • In each country, one University and one Local Authority or Local Development Agency • Duration of the project: 36 months

  3. PROJECT PRESENTATION • SURE will analyse urban regeneration problems in a time-space perspective, which means not using only the traditional economic and spatial indicators, but trying to enrich the analysis with time related aspects • SURE will develop a time oriented model for urban regeneration, a chronographic instrument for the analysis and interpretation of local contexts (TOOL)

  4. Why a time oriented approach To take into account the main features of urban life patterns and rhythms of use To take into account the different groups that use and inhabit urban spaces To better address the complexity of urban regeneration problems To link urban regeneration policies and other urban planning policies

  5. PROJECT DEVELOPMENT Selection of one test area in each country (need for urban regeneration, different issues) for pilot projects Data collection in each area for the implementation of the chronographic tool Test phase, using the tool to design a pilot regeneration project Project evaluation and dissemination

  6. OBJECTIVES OF THE PROJECT 1 to develop a new approach to Urban Regeneration; to implement a set of instruments aimed at improving Local Authorities decision making processes; to increase the knowledge of Local Authorities on citizens needs; to develop new forms of stakeholder involvement on those issues; to facilitate the exploitation of the project results by information provision and dissemination and to identify and disseminate best practices 2 3 4 5

  7. USER ORIENTEDDELIVERABLES a TOOL, for semi-automatic production of chronographic cartography. This will be a collection of IT modules, linked together in a procedural framework, to be derived interactively through direct on-the-field testing. a "Howto" handbook of chronographic information systems and maps an anthology of best practices; a proposal for the definition of an international standard for Chronographic Information Systems, to help future implementations and dissemination of results.

  8. DISSEMINATION The overall expected result of the project is the improvement of the effectiveness and the quality of Local Authorities decision-making processes in a relevant policy field, which is urban regeneration. Therefore, all dissemination efforts will be aimed at making the results available to European Local Authorities in the first place, and then to other European stakeholders.

  9. The role ofEurada Eurada will help the dissemination throughout the project, aimed at the European Development Agencies Eurada will make sure that the needs of Local Development Agencies are addressed in the design and implementation of the TOOL
