  3. Operation of OAED is based on the following three pillars • Promotion to employment • Unemployment insurance measures, social security benefits and allowances • Vocational education and training

Structure of OAEDs Administrative Services • Governor – Administrative Board • Central Administration (3 General Directorates – 21 Directorates) • 7 Regional Directorates (All over Greece) • 121 Public Employment Services (local PES) • 89 Education & Training Centres • 51 EPAS apprenticeship vocational schools • 30 IEK- Vocational Training Institutes • 6 KEK –Vocational Training Centres • 2 KEK – Vocational Training Centres for Disabled People

  6. Since 1952, OAED offers Vocational Education and Training based on the Dual System implementingApprenticeship with contract, wageand full insurance

Education & Training Centres • 51 EPAS Apprenticeship vocational schools • 36 fields of study • 10,000 students 16 – 23 years old, graduates of the 1st year of high school • 30 IEK- Vocational Training Institutes • 18 fields of study • 2,000 students • 6 KEK –Vocational Training Centres • 39 fields of study • 1,000 students • 2 KEK – Vocational Training Centres for Disabled People • 12 fields of study • 320 students • 2 Π.ΣΕΚ. Experimental Vocational Schools • 30 Career Offices to link VET with the labor market

Dual Apprenticeship system • Theoretical and laboratory courses • 4 days/ week - evening courses • 1 day/ week - morning courses • On-the-job training for its students at both private and public sector enterprises • 4 days/ week • 6 hours work day • Graduates are awarded 4-level professional rights • Cooperation with social partners • Contract Apprentice- School – Company • 75% of basic wage of unspecialized worker, Full insurance coverage, Monitoring of the learning process by the EPAS

  10. Continuing Vocational Training • 250.000 • beneficiaries are taking advantage of OAED’s vocational training programmes every year • through: • 6 VT –Vocational Training Centres • 2 VET for Disabled people • Active Labour Market Actions

Continuing Vocational Training Active Labor Market Actions • LAEK account programmesAccount for Employment and Vocational Training (LAEK) • Vocational training to employ and unemployed through the employer’s contribution of 0.24% over the annual gross income of its employees. • 200.000 beneficiaries are taking advantage of this programme per year

  12. Continuing Vocational Training Active Labor Market Actions • Targeted vocational training programmes for unemployed in specific sectors • Completed intervention, designed for specific categories of unemployed people • derived from redundancies or regions with high rates of unemployment

Continuing Vocational Training Active Labor Market Actions • Programmes for structural adjustment of employees and enterprises under the economic crisisTo support businesses in carrying out and implementing Integrated Plans for Structural Adjustment of Businesses and Employees, • so they may respond to the new conditions shaped by the economic crisis

  14. Continuing Vocational Training Active Labor Market Actions • Training voucher system • A System for providing vocational training services, offering the possibility to beneficiaries to receive theoretical and practical training from certified providers and companies according to their needs.

Continuing Vocational Training Active Labor Market Actions • Vocational training programmes for unemployed with special needs(via the 2 VET centres for Disabled people) • Equal access to education and labour market opportunities for all those at risk of social exclusion, focusing on vulnerable groups such as people with disabilities • Two specialized Vocational Training Centres for people with special needs with experienced - specialized scientific staff and equipped laboratories “P.V.M. OAED Centre” in Thessaloniki & “The Vocational Training Centre of Athens”

RESPONSE TO CHALLENGES • Restructure and Reinforce OAED (expand scope and improve quality of services) • Improve the role and implementation of active employment programs (improve the planning, implementation, management and evaluation capacity) • Improve workplace ambience and personnel’s incentives for the active participation of staff in the restructuring program and reinforcement of OAED

Reengineering Action Plan • Re-organization of business model and new management tools Target: Measurable improvement in organizational and process efficiency • Implementation of new service delivery model Target: Upgrade level of quality, and service provision and jobseeker/ employer satisfaction • Implementation of staff retraining, performance improvement and capacity upgrade Target: Significant, measurable improvement of staff capacity and capabilities
