  5. Stakeholders in Iowa’s Impaired Driving System • Iowa Department of Transportation • Iowa State Patrol • Iowa Department of Public Safety • Iowa County Sheriff’s Offices • Iowa Police Departments • Division of Criminal and Juvenile Justice of the Department of Human Rights

  6. Stakeholders in Iowa’s Impaired Driving System • The Iowa Prosecuting Attorney’s Association • The Iowa Judicial Branch • Iowa Department of Corrections • Governor’s Traffic Safety Bureau • Multi-disciplinary groups • Iowa Safety Management System (SMS) • State Traffic Records Advisory Committee

  7. Uniformity of Collecting and Managing Information • The Traffic and Criminal Software (TraCS) deployed to > 210 agencies in every county of the state • Iowa Court Information System (ICIS) connects every court in the state • The Justice Data Warehouse is available statewide

  8. “Real-time” electronic access • DMV---access to driver history, license current status and vehicle registration status is near “real-time.” • Courts and Prosecutors---Criminal history and current court/adjudication status available to courts near “real time” (view is updated daily) through Criminal Justice Information Network and historical data is available through the Justice Data Warehouse.

  9. Electronic Citation System • Putting a desktop computer setup in a central DWI processing center for the top 20 DWI revocation counties will result in the potential of 65% of all DWI revocations being handled electronically. • Desktops in 25 top counties would result in the potential of nearly 70% of all DWI revocations handled electronically. • Desktops in the 45 top counties for DWI revocations would result in the potential of 82.4% of all DWI revocations.

  10. A citation tracking system • Tracking functionality for uniform traffic citations is available in TraCS. • Officers of the court have access to pending actions and historical records in the Justice Data Warehouse. • Pending actions are also available through the Iowa Court Information System. • In the Justice Data Warehouse, past citations can be tracked by either violator’s name or case ID.

  11. Immediate Electronic Transmission of Data • Electronic transmission to the court of uniform traffic citations is implemented in all 99 counties. • Electronic transmission to the Motor Vehicle Division of DWI arrest and consent forms is available to all TraCS users. • The courts report convictions for uniform traffic citations to the Motor Vehicle Division electronically.

  12. Electronic Reporting by Probation, Treatment and Corrections Agencies • Probation data is available through the Criminal Justice Information Network. • This material is already coming to the Motor Vehicle Division in paper documents. • The electronic transfer of this data would be a logical step and could be done with the networks in place.

  13. Linkage to develop a complete record for each offender • Establish links with the Justice Data Warehouse and other Criminal Justice Databases that allow the courts and the prosecutors to access driver files on individual offenders and allow the electronic transmission of data to the DMV from the courts, treatment and corrections agencies that are needed for completion of the administrative sanction process. • Currently, the responsibility for providing this information to DMV is on the individual. Most probation information is on the Iowa Corrections system.

  14. Timely accessto produce statistical reports needed to support agency operations and manage the impaired driver program • Can be enhanced by creating an impaired driver statistical information source within the Justice Data Warehouse. • The Warehouse could serve as a single source, all-encompassing data reserve for impaired driver statistical data from DMV, the courts, corrections, treatment and probation agencies.

  15. Filling the Gaps • Software and programming to enhance TraCS by integrating it with Mobile Data Computer software • Software and programming to enhance TraCS to provide interface with the new Datamaster evidentiary breath testing devices • Install TraCS desktops at DWI processing centers in six counties

  16. Filling the Gaps • Enhance TraCS and ICIS to allow electronic filing of DWI form complaints • Enhance ICIS to allow electronic reporting of DWI convictions to the Office of Driver Services • Enhance the Office of Driver Services ability to manage electronically generated/transmitted DWI arrest and consent forms

  17. Filling the Gaps • Develop on-line reporting capability between between DOT and providers of substance abuse evaluation/treatment and driving under the influence classes • Pilot statewide mobile data communications via satellite with DOT, DPS, county sheriffs and local police departments • Allow for TraCS citation information to immediately populate a central repository in the proof of concept criminal justice integration project
