Children and Young People (C&YP) Funding Package “The overall objective of the C&YP funding package is to reduce underachievement and improve the life chances of children and youngpeople by enhancing their educational development and fostering their health, well-being and social inclusion though the integrated delivery of the support and services necessary to ensure that every child has the best start in life.” (CYPFP, 2006, p.3) Caitriona Hughes Extended Schools Co-ordinator

Criteria for Selection Post Primary Schools • 51% or more of its enrolment (based on post-codes as at Oct 2005) drawn from NRA and/or the 30% most deprived wards in the Education Domain of the NI Multiple Deprivation Measure 2005 • Have an FSME % greater than 37% Caitriona Hughes Extended Schools Co-ordinator

Criteria for Selection Nursery, Primary and Special Schools: • Located in a Neighbourhood Renewal Area (NRA) or in the 30% lowest ranking Super Output Areas (SOAs) in the Education Domain of the NI Multiple Deprivation Measure 2005 • Have an Free School Meal Entitlement (FSME) of 37% or higher Caitriona Hughes Extended Schools Co-ordinator

Timetable • Expression of Interest:-to be submitted to the SELB by 29 September 2006 • Audit:- identification of pupils’, parents’ and the wider community’s needs matched against gaps in provision • Action Plan:- to be integrated into the School Development Plan, withactivities aligned to the 5 high level outcome areas, and submitted to the SELB by 30 November 2006 Caitriona Hughes Extended Schools Co-ordinator

What is an Extended School? “An Extended School provides a range of services and activities during or beyond the school day, to help meet the needs of children, their families and the wider community.” (Extended Schools, 2006 p.2) • Extended Schools will engage in collaboration and partnership with neighbourhood schools and statutory and voluntary and community sector organisations operating in the community Caitriona Hughes Extended Schools Co-ordinator

Clustering of Schools Clustering • There must be 3 or more funded schools in the same geographical area • Ideally cross phase and cross sector • Schools must demonstrate partnership working with the other schools • Joint Action Plan submitted • Benefits • 15% of each schools’ budget to develop cluster Caitriona Hughes Extended Schools Co-ordinator

  15. SELB Extended Schools Financial Management Guidelines • Three sets of Guidelines were issued in October and November for the different sectors within Education. Caitriona Hughes Extended Schools Co-ordinator

Role of Governors/Trustees • Need to be aware of what is being proposed, the potential benefits and the implications. • Have ultimate responsibility for deciding whether a school should offer additional activities, or the establishment of partnerships, and what form these services should take. Monitoring Requirements • The DE expect schools to have arrangements in place to collect and retain quantitative and qualitative information on: • Levels of participation • Feedback reports from pupils, teachers, parents and the local community on particular programmes • Each of the 5 high level outcomes Caitriona Hughes Extended Schools Co-ordinator

SELB/WELB Project Management Board • The Project Management Board would include representative of both Boards • a representative (s) from CCMS, DSD, IFH, DEL, V &C. • Its main role would be: to approve action plans and the subsequent release of funding to schools to monitor and oversee the roll out of the Extended Schools programme in both Boards Caitriona Hughes Extended Schools Co-ordinator
