Lifelong learning University complex Continuing vocational education Integrated educational institution Preschool education Continuing vocational education of seniors and adults provides them vocational, career and personal development during the whole life. The growing educational potential of an individual during the whole life is based on using the state public institutes and meets the individual and society requirements. The institution realizes the training programs of different levels: Preschool educationis provided for children of 5-6.5 years old to give them equal opportunities to go on to study at the elementary school. It has currently been discussing to admit preschool education as a separate level of the general education. University complex is a network of educational institutions usually united by the leading universities of the region. Its goal is to use all resources efficiently and to solve management and educational problems. secondary education, higher education, vocational education, post-graduate courses, PhD, retraining.

  2. VISION Mission, strategic goal and driving strategy The mission is to provide individuals with open continuing education in the framework of lifelong learning both at home and at workplace. Strategic goal is to design the continuing innovative training system for the specialists of the 21st information society and to retrain them during their life. Strategic driving forces are concerned in unique using of ICT in education and using competency-based approach in education, training and retraining specialists during their life.

Organizational framework of Ulyanovsk Consortium of Open Education (UCOE) The UCOE association The UCOUE Association is a nonprofit legal entity consolidating educational institutions, enterprises and organizations. The association was established on a voluntary basis for the purpose of increasing the quality of the educational process and rationalizing the intellectual, physical and providing assets. The mission is to provide individuals with open continuing education in the framework of lifelong learning both at home and at workplace. • The objectives are: • in 2007-2008 to continue the development of Ulyanovsk Consortium of Open Education • to provide secondary, post-secondary, vocational, high and higher education as well as skills evolution and retraining; • to provide open continuing education based on the scheme “secondary school-college-university-enterprise”; • to build up a single educational and informational environment and an educational intranet in the Ulyanovsk Region; • to increase the number of the UCOE members to 101 including 4 higher education institutions, 5 colleges, 61 secondary and 6 vocational schools and 25 enterprises.

  12. BSC The pre-school training is provided by seminars and consultations. The pre-school training programs are designed in accordance with the CEI curriculum so that to allow to transfer test results when entering the CEI. Pre-College Training is organized for students of the 9th grade to allow school leavers to start their work activity or go on to study at the CEI.

UNIVERSITY INFORMATION ENVIRONMENT One of the university strategic goals is to build up an integrated learning environment where: A participant has a direct access to the up-to-date and reliable information allowing him to participate in the training activity; Any participant can transfer the important information to another at any time.

Recourses needed for it: Network of regional computer centers with computer rooms easy to access; The university computer-based learning management system; e-library; educational portal including subdivision websites which allow to publish and manage the information directly from the LMS databases; Electronic Document Management Server with digital e-resources (instructional materials repository) and unified subject catalogue; Computer support of instructional activities; Monitoring of the information flow (websites and forums statistics, frequency of new materials publishing, citation indexes).

Working in this field for 10 years already we have the opportunities to provide all the university specialties with such kind of support.
