  2. Integrated Hospital Disaster Planning • Integrate hospital disaster planning with: • Pre Hospital Services/ EMS • Community Plans (District DM plans) • Other Hospitals (referrals etc) • With-in hospital • With sub-plans of different Departments

  3. Integrated Hospital Disaster Planning • Hospital Emergency Response plan • Hospital Emergency Preparedness Plan • Hospital Disaster Mitigation Plan (Vulnerability assessment and Risk Management Plan)

  4. Legal Framework • Disaster Management Act-2005 • State DM Acts

  5. National Policy, plans, guidelines • Draft National Policy reflects the provisions under the Act. • In consonance with the DM Act 2005, MOHFW, the nodal ministry is preparing the Health Sector Plan.

  6. NDMA Guidelines • NDMA guidelines on Mass Casualty Management provides for: • Integrated plan for hospital preparedness and response. • Capacity development. • hospital buildings to be disaster resilient. • Specialized capabilities for trauma, burns and NBC disasters. • Capacity development for preservation and identification of dead bodies.

  7. Situation Analysis • Gujarat, has initiated actions for integrated hospital disaster management planning. • PWD constructions- disaster resilient. • Hospitals, barring a few, have not assessed the vulnerabilities. • Do not have preparedness and response plans. • Even if present , they are not tested and reviewed. • By and large, the culture has not imbibed into the health care system.

  8. Problem areas • Incident Command System for Hospitals • Borrowed concept without looking into the functional/ administrative realities. • Not in a position as of now to implement as a managerial system • Financial and decision making autonomy not available. • Need large scale training and exercises to take in the culture of ICS • Risk assessment and Risk management

  9. Way ahead • Policy, plans and SOPs to be in place • All hospitals to have integrated hospital preparedness and response plan • Large scale training of hospital managers on management perspective : to include- • Risk Assessment & Management • Operational Management • ICS • Capacity Development for integrated model of pre hospital and hospital care. • Hospital Disaster Plan and its testing to be made mandatory.
