  • 1. TRANSPARENT BIDDING PROCESS (publicly-viewed, taped, third party [NGO] observers

  • 2. Two-level, mutually exclusive, technical evaluation process (financial and content evaluation)

  • 3. Planned and surprise plant visits to check on quality (with CSO/NGO partners)

  • 4. COMMON DELIVERY SCHEDULE “inspection at time of

  • delivery” (The DepED, as client, set the delivery terms; not the publisher-suppliers  ALLOWED FOR A SCHEDULE OF INSPECTIONS BY VOLUNTEERS)

  • HOW WAS IT POSSIBLE? NECESSARY STEPS

  • 5.MOST IMPORTANT: Third party inspectors  “Textbook

  • Count” (NGOs, CSOs signed on to monitor and inspect

  • deliveries)

  • 6.Plus, FULL INFORMATION:Sent individual letters (5500+) to principals and district supervisors informing them in detail of textbook deliveries to their schools or districts.

  • 7.Published school-by-school delivery schedules in local papers

    • (with actual textbook numbers and range of delivery dates).

  • 8.Radio ads to announce textbook deliveries to the general

  • public.
