  2. Welsh Government substance misuseguidance circular • Working Together to Reduce Harm • replaces guidance circular17/02 ‘Substance misuse: children and young people’ • information and advice on substance misuse education (SME) and the managementofsubstance misuse incidents.

Overview The guidance circular aims to: • assist with developing a substance misuse policy • promote learner participation in the development and review of substance misuse policy and SME provision • identify features of effectiveSME • provide advice on managing SM related incidents • signpost sources of support

  4. Policy Development • To cover substance misuse education and incident management • To include: - a clear rationale - what is to be covered, how, when and by whom - coordination - arrangements for monitoring and evaluation • Involvement of learners

  5. Good Practice in Substance Misuse Education Stresses a whole organisation approach that: • empowers children and young people to make responsible, well informed decisions about substances • adopts a skills-based approach as part of a planned PSE programme • starts early and is age appropriate • identifies teachers as being best placed to lead and coordinate the delivery of SME in schools

  6. Curriculum opportunities • The PSE framework places an emphasis on: • equipping children and young people with the knowledge and skills to make informed, positive choices to live safe, healthy lives. • personal and social skill development • Health and emotional well-being

  7. Key Stage 3 Skills • use some prior knowledge to explain links between cause and effect • identify and assess bias and reliability, e.g. evaluate messages from the media • consider others’ views to inform opinions and make informed decisions and choices effectively • make and maintain friendships, and begin to negotiate behaviour in personal relationships • be assertive and resist unwanted peer pressure • access an appropriate range of sources for help, support and advice. Range • the effects of and risks from the use of a range of legal and illegal substances and the laws governing their use • how to use alcohol responsibly and the risks of binge drinking

  8. Managing Substance Misuse Incidents Information about: • taking action • interviewing young people • recording information • referrals to other organisations • substance misuse related litter • flowcharts for handling incidents • managing the media
