  1. UNFCCC Workshop on National Systems, 11-12 April 2005, Bonn Reconstruction of National Emission Inventory System Davor Vešligaj EKONERG Croatia

  2. > Outline of presentation • Shortcomings of emission inventory system in 2001 • Overall and specific objectives • Structure of project • Results

  3. > Main shortcomings • Methodology • Data flow • QA / QC • Softver tools • Support • Cost-benefit

  4. > Overall objective Overall objective of the project was to establish National Emission Inventory System (NEIS) that will: • facilitate development, implementation and evaluation of environmental policy at different national and sectorial levels, • ensure timely reporting of emission inventories in accordance with national and international requirements and commitments, and • strengthen capacities of stakeholders in the decision-making process by providing complete, transparent and consistent environmental information.

  5. > Specific objectives (1) • By-law on Cadastre of Emissions to Environment (KEO) • New software tools (Internet technology) • Guidelines documents • Access to data by public (web site)

  6. > Specific objectives (2) • Improvements in sectorial data collection and management • Establishment of central emission database (CollectER) • Regular reporting to UNFCCC and CLRTAP (ReportER) • Use of specific software tools (EstimatER-i)

  7. > Specific objectives (3) • Establishment of QA/QC system • Communication with stakeholders • Transfer of knowledge and good practice • Training of users

  8. > Structure of project – main components • Revision and upgrading of KEO system • Improvement of sectorial data collection and management system • Establishment of central inventory database • Established tools for reporting on different purposes • Coordination activities and information exchange • Quality assurance and quality control (QA/QC) preparatory work • Implementation of National Emission Inventry System (further as NEIS)

  9. > Reconstruction of KEO - results • Analysis of existing system • International commitments and guidelines • Analysis of good practice (Slovakia, Greece, the Netherlands) • KEO reconstruction plan • Workshops (3) • Drafting of By-law • New KEO software (Internet technology)

  10. > Sectorial improvements – results • “Gap” analysis and improvement plan • Sectorial guidelines and software tools: • Energy • Extraction and distribution of fossil fuels • Road transport + COPERT III • Off-road transport + COPERT III • Agriculture + ESTIMATER • Waste management • Forestry • Industrial processes

  11. > Central inventory database – results • Installation and training • Putting CollectER-a in function • Preparation of database for 2002

  12. > Reporting tools – results • Installation and training • Putting ReportER in function • Web site • Improvement of EMEP grid

  13. > Preparatory activities for QA/QC – results • Analysis of international good practice (UNFCCC/IPCC Good Practice Guidance, the Netherlands) • Preparation of QA/QC guidelines document

  14. > Implementation • Preparation of National Inventory Report-a i CRF-a (UNFCCC) • In-country review (09/2004) • Preparation od air emission inventory (2000., 2001., 2002.-CollectER) • Testing od KEO software
