  1. Ballot Initiative #12 Educating and Advocating for Single-Payer Summer 2013 Presented by Donna Smith, executive director, HCACF

  2. Ballot Initiative #12, “Right to Health Care” • Shall there be an amendment to the Colorado constitution concerning the provision of one public health insurance program to allow all Colorado residents access to a single standard of health care as a matter of human right and public good, and, in connection therewith, requiring the General Assembly to enact legislation creating a public health insurance plan, requiring the Colorado department of revenue to collect a premium not to exceed 9% of an individual’s income to fund the plan, and prohibiting the control or administration of premiums by a for- profit, nonpublic entity or corporation?

  3. Educating around the Ballot Initiative • Talking to the public about signing petitions gave huge opportunity to educate about single-payer • Press coverage for events and initiative reached thousands more people • Somewhat complicated by public perceptions about ACA/Obamacare

  4. Back to our Strategic Plan for action • HCAC and HCAC-Foundation completed a strategic plan in spring 2013 which included exploring the path forward through ballot and legislative work, and now that the initiative campaign has officially ended, we return to the work to expand and organize chapters throughout the state. • The ballot work resulted in the birth of two new chapters, and we gathered approximately 25,000 signatures. • Next steps in the political environment are yet to be determined.

  5. Next steps for Colorado PNHP • New organizing committee for Colorado PNHP • Separate branding for PNHP chapter so that the mission and goals remain clear and unchanged by political work and individual ambitions as was the case in some recent years for HCACF.
