  3. PRIORITIES OF THE EUROPEAN COMMISSION FOR THE COHESION Ι. Convergence Concerns the less developed regions: The regions with per capita GNP below 75% of the community average of the enlarged E.U. The regions with per capita GNP below 75% of the community average of the E.U.-15 (statistical convergence) The programmes will be supported by the ERDF, the ESF and the Cohesion Fund.

Regional Competetiveness and employment Twofolded approach from the European Commission: Through the Regional Programmes (50%) will be promoted the economic reform in industrial, urban and rural areas strengthening their competiteveness (funded by the ERDF) Through the National Programmes (50%) will be promoted three priorities (innovation and knowledge society, environment and risk prevention, accessibility and services of general economic interest) fundamental for the realisation of the European Strategy for Employment (funded by the ESF)

Territorial Cooperation This action will be funded by the ERDF and will focus on integrated programs in: Cross border cooperation which concerns all regions along the internal and external borders Transnational cooperation will focus on priorities with a paneuropean character Finally, the actions of interregional cooperation will include the organisation of networks where cities and regions will be involved.

Special Issues Regions with territorial/natural handicaps: Territorial criteria will be employed in the distribution of the funds for the priority “regional competitiveness and employment” Urban areas: Incorporation in the action programs for urban issues. Rural areas: Regroupment of all instrument under the CAP (Common Agricultural Policy)

  7. PROPOSED PROCEDURES Α. Programming Drafting by the European Commission and submission to the Council of General Affairs for approval of the Strategic Guidelines On the basis of this text each Member-State will prepare the National Strategic Reference Framework which will include the convergence policy, the prioritiesand the financial allocations of the Structural Funds and the Cohesion Fund.

  8. PROPOSED PROCEDURES (….) Α. Programming The principle of additionality remains a key principle of the cohesion policy The partnership relationship is strengthened through the complementarity and the cooperation amongst Member-States, regions and local authorities.

Management The «principle of proportionality» is introducedfor the first time, according to which the degree of involvement of the Commission itself in the financial audits will depend on the level of community co-financing. It is certain that the Commisssion will «distance» itself from programs with community co-financing rates well below 50%

FINANCIAL PERSPECTIVES: AMELIORATION OF COMPETITEVENESS AND COHESION FOR SUSTAINABLE DEVELOPMENT Includes the resources allocated in the cohesion distributed in three axes as follows: To convergence for development and employment (Objective 1) 78% of the resources (262 billion €) from which 50% approximately will be allocated to the enlargement countries 31% to the regions of statistical convergence 19% concerns the Cohesion Fund countries To regional competetivenes and employment (objective 2) 18% (60,5 billion € ) that includes regions benefiting from transitional support (phasing -in) To the european cross border and transnational cooperation 4,2% of the resources (13,4 billion € )

  11. FINANCIAL PERSPECTIVES (cont.) The upper ceiling for transferring resources (4% of the GNP) of the Member States will continue to be valid, included in this ceiling are the amounts which will be allocated to agricultural development and fishing . For the Cohesion policy it is proposed that the total level of expenditures stays at 0,41% of the GNI of the Union (336 billion €) or at 0.46% of the GNI if the instruments for the agricultural sector and fishing are included
