  5. Initial Provisioning What is it IP is the process during which a review of the top-down breakdown of the equipment occurs. It is the process used by DND to identify, select, procure and distribute initial spares support for new equipments. This process ensures that adequate spares support is available during the initial period of in-service use and provides the equipment support details necessary to ensure smooth transition to follow-on support (RP) functions. The final product of IP is the Equipment Support List (ESL).

  7. Initial Provisioning Provisioning Documentation Provisioning Parts Breakdown (PPB) provides a top-down breakdown of the equipment. This breakdown is accomplished by sequencing all parts comprising the equipment in a lateral and descending "family-tree/generation breakdown" and consists of the end item including all components, listing every assembly, sub-assembly and part which can be disassembled, reassembled and/or replaced. All parts are listed in their relation to the end item, component, assembly or sub-assembly in which they are contained and to their own further sub-subassemblies and parts. This relationship is shown by means of an indention code.

Initial Provisioning Provisioning Documentation Recommended Spares Parts List (RSPL) is usually called for non-complex low cost equipments or for complex equipments for which limited in-service maintenance will be performed. The contractor is requested to recommend a range and depth of spare parts considered necessary to support and maintain a new equipment during an initial period of in-service use.

Initial Provisioning Provisioning Documentation Long Lead Time Item List (LLTIL) identifies those items, which because of their design complexity, manufacturing process complexity or limited production capacity, cause procurement cycles which would preclude timely or adequate delivery if not ordered in advance of normal IP. When it is anticipated that the new equipment will be delivered before normal IP spares are delivered, the contractor will be requested to provide LLTILs. DSCO shall ensure that accelerated procurement action is taken to ensure these items are delivered prior to or concurrent with the delivery of the main equipment.

Initial Provisioning Provisioning Documentation Interim Spares List (ISL) identifies those critical items which may be required to ensure timely initial support is available concurrent with the deployment of the equipment. These items are often consumables for equipment that has phased delivery. When it is anticipated that the operational date will precede the spares delivery, the contractor will be requested to provide a list of spare parts considered necessary to meet immediate operational needs.

Initial Provisioning Initial Provisioning Conference The purpose of an IPC is to confirm the PPB and the top-down breakdown and to identify and select the range and quantity of spare parts, both consumable and repairable, which will be required to maintain and support the new equipment, during an initial period of in-service use. For complex equipments for which a PPB has been called up, the conference will usually be held at the contractor's (or sub-contractor's) facility in order to benefit from the contractor's engineering and technical expertise. The IP Team Leader determines the representation of participants required to perform specific tasks. At the contractor's facility, the IPC team will consist of the IP Team Leader, IP Coordinator, LCMM, and, on an as required basis, a Cataloguing Representative.   12. Definition of a Part Number Definition A Part Number is an identifier of a particular part design used in a particular industry. Its purpose is to simplify referencing to that part. A Part Number unambiguously indentifies a part design within a single corporation, and sometimes across several corporations. NCAGE Code NATO commercial and government entity Code – 5 characters indentifies a company that supplies equipment or spares to DND together with other organizations who provide design control drawings, standards or specifications, or a service to DND Holds manufacturer's/supplier’s details such as name, address, phone number. NCAGE along with part number are used to form a reference which is held on a NATO stock number record.

Supplementary Provisioning Technical Data (SPTD) SPTD requirement The contractor shall provide SPTD for each item appearing on the Provisioning as follows For PPB verification purposes, the contractor shall provide full assembly drawings with attached parts lists, so that DND can ensure that the PPB reflects the current and complete configuration of the equipment being procured. For item identification and cataloguing purposes, the technical data supplied for all PD must be sufficiently comprehensive to allow DND to classify and fully describe the item within the NATO codification system and must be cross-referenced to the applicable contract number D-01-100-214/SF-000 PREPARATION OF PROVISIONING DOCUMENTATION FOR CANADIAN FORCES EQUIPMENT
