Global Perspective: WIGOS Framework • Global WIGOS community • Members + Secretariat + technical commissions + regional associations + partners/cosponsors • Challenges • Building the WIGOS framework • Gaining the commitment of Members to WIGOS • Contribution to Expert/Task Teams • An effective Secretariat • Leadership by Technical Commissions, especially CBS and CIMO • Engaging all Technical Commissions and Programmes • Engaging partners/co-sponsoring agencies • Eg GCOS, GOOS, GTOS • GEO and GEOSS

Regional Perspective:WIGOS Framework • Coordinate and assist Members to implement WIGOS • Challenges • Regional WIGOS Implementation Plans • Map WIP activity areas to each regional association • Assign priorities and actions according to needs of region • WIS implementation • Regional network design and optimisation • Implementation of Vision for the GOS 2025 • Mapping/implementing GAW, WHYCOS, GCW and other systems into regional plans • Identifying Regional support needs • Key is understanding what WIGOS really means to Members

National Perspective:WIGOS Framework • Implement and operate WIGOS • National implementation plan consistent with WIGOS framework Implementation Plan • National WIGOS must be aligned with national needs • Challenges • Demonstrating national leadership in WIGOS-related observations • Building partnerships and creating the network of networks • Best practice in observations and systems • WIS • Integration • Plan and design • Sustain, maintain and operate

Building partnerships for a network of networks • WIGOS and WIS provide mechanisms and opportunities • To enhance national observing networks for benefit of all users • To enhance sharing and accessibility of observations • To reinforce central role of NMHS • NMHS leadership • National mandate and authority • Standards, observing practices, advice etc • Develop partnerships with other observations contributors • Strong national coordination will assist in building strong regional coordination

  13. Best practice in observations/systems • Standards in instruments and methods of observation • Quality • All aspects of observations and observing systems • installation and establishment; • management and operation; • maintenance and inspection; and • delivery and sharing of observations.

  14. WMO Information System • Participation in WIS • National role – GISC, DCPCs, NCs • NMHSs and partners • Need to understand technical requirements and resource implications • Regional WIS • Back-up GISCs • Source and utilise technical and capacity building support

  15. Integration • Composite systems, ‘network of networks’ • Integration through various aspects • Support for diverse user needs • Systems optimised for efficiency and effectiveness • Integration of data through NWP • End-to-end service delivery model

Sustain, Maintain & Operate • Most observations are sourced nationally • through NMHS and associated agencies, including space agencies • Basic building blocks for WIGOS • WIGOS framework  integrated planning and operating processes • Assist in improved design and planning • Opportunities to deliver greater value from observations • Development of improved support, training and maintenance practices • Mechanisms for improved coordination with national observations providers  users benefit

Conclusions • At its simplest, WIGOS is about • Implementing best practice in making and sharing observations, including quality systems, standards and WIS • Coordination and collaboration for efficiency and effectiveness • Integrated design and sustainable delivery • Delivering observations that meet user needs • Member-level WIGOS understanding is key to regional and global implementation • WIGOS Communication must be user-driven • Understand and address challenges faced by all constituents • Link national, regional and global WIGOS plans
