Background: UNFCCC-GCOS-CEOS-GEO • In December 2003 at the 9th Conference of the Parties (COP-9) a UNFCCC Decision: • Requested GCOS to develop a phased 5-10 year implementation plan • Invited GCOS and GEO, which was also drafting its implementation plan, to collaborate closely in developing their respective plans • The GCOS plan, The Implementation Plan for the Global Observing System for Climate, was released late in 2004 • Parties at COP-10 in December 2004 adopted Decision 5/CP.10: • Addressed implementation of the GCOS plan • Invited Parties with space agencies involved in global observations to request those agencies to provide a coordinated response to the recommendations in the implementation plan •  Space agencies involved in global observations chose to coordinate their response through CEOS

  3. GEO Sub-Task CL-06-01c • Key Climate Data from Satellite Systems • This sub-task is led by USA (NASA, NOAA, mitch.goldberg@noaa.gov), CEOS, GCOS and WMO to: Establish actions securing the provision of key data for climate studies and forecasting from satellite systems.

  4. Two Important Tasks • WP4300: CEOS Progress Report update to UNFCCC SBSTA Due: September 2010 • Coordinated Response delivered to SBSTA in 2006 • Progress report delivered to SBSTA in 2008 • CEOS invited to provide update to SBSTA in 2010 • WP4200: CEOS Coordinated Response to new GCOS-IP Due: September 2012

CEOS 59 Climate Actions in response to GCOS-92 (IP2004) and GCOS-107 (satellite supplement) Action plan adopted by CEOS in Sep. 06 Overall goals Ensuring continuity of climate-relevant satellite measurements (13 actions); Taking a systematic approach to generating fundamental climate data records (FCDRs) (11 actions); Preserving climate data records (4 actions); Ensuring access to climate data products (10 actions); Coordinating international communities and interaction with users (10 actions); and Addressing future measurement needs (11 actions).

  6. 2010 CEOS Progress Report Status • Report builds on 2008 update report • All 59 actions were addressed because we want to transition to the development of new and/or redefine actions for the new CEOS-led response. • Included progress of activities outside of direct CEOS coordination: GSICS, SCOPE-CM, CGMS, WCRP.. • Include updates on individual satellite agency activities related to climate • NOAA Climate Data Records Program • NASA on-going reprocessing of EOS datasets • ESA Climate Change Initiative • EUMETSAT Climate Program • USGS Plans for developing FCDRs and ECVs • JAXA’s key climate observations (GCOM)

New CEOS Response toGCOS-IP 2010 • Excellent opportunity for a new CEOS-led response with improved actions and identification of lead groups to coordinate. • For example: Action A31 “Continue production of satellite ozone data records suitable for studies of interannual variability and trend analysis. Reconcile residual differences between ozone data sets produced by different satellite systems”needs ownership for international coordination and then development of strategy and work plan with level of effort that needs to then be aligned with agencies’ climate programs.

  8. Approach • Identify domain leads (atmos, ocean, land) • Coordinate with CEOS working groups, CEOS virtual constellations, and Climate related external groups (e.g. SCOPE-CM, GSICS, WCRP, CGMS), and experts to develop plans responding to the GCOS IP10 actions. • Plans must be actionable with high level of effort identified. • Groups need to reach into the expert community, including authors contributing to the original CEOS response to the 2004 GCOS IP • We expect that the new CEOS response will help agencies to plan their Climate Data programs.

  9. Strategy • Identify Subject Matter Experts(~3) for each GCOS-IP action to develop response via common template. • Identify existing coordination groups (eg. GOFC-GOLD for fire) for vetting the response • Use input from the GCOS satellite supplement • Use templates to develop the report • Report will be reviewed by Climate Working Group • Finalize report by September 2012

  10. Summary • CEOS has a significant task to respond to the latest GCOS IP. • Excellent opportunity to engage the community working together in response to the GCOS-IP
