  21. 2007 Legislative Session Growth Management HB 7203 • Local comp plan is financially feasible for purposes of transportation and school concurrency if the adopted level-of-service standards are achieved and maintained by the end of the appropriate planning period • Allows transportation concurrency waiver in an urban service area that has been designated as a transportation concurrency exception area (TCEA) • Prohibits use of proportionate fair-share mitigation to reduce backlogs

  22. 2007 Legislative Session Growth Management HB 7203 (Cont.) • Allows interlocal agreements creating transportation concurrency backlog areas • Allows tax increment financing to fund the construction and maintenance of transportation improvements to resolve backlog and deficiency issues • Must include a schedule for financing and construction to eliminate the backlog within 10 years • Authorizes interlocal agreements establishing a tax increment area for the purchase of conservation lands • Allows WMD to participate with ad valorem revenues • Extends deadline to adopt updates to Capital Improvement Elements to 2008
