  1. RECTOR'S REPORT TO THE 37th BOARD OF GOVERNORS MEETINGJUNE 2nd , 2009

General Goals •  Implement and update the academic strategic program. • Initiate activities to encourage research and increase the University’s share in • the Planning and Budgeting Committee’s budget model. • Increase the scope of scholarships for graduate students (master's and doctoral • candidates). • Encourage the Faculties to initiate and submit inter-Faculty and interdisciplinary • curricula. • Expand the academic international network with universities abroad. • Improve the academic quality of the Faculties and guide them in regard to the • self-evaluation project. • Improve the quality of instruction.

Academic Goals • Submit the second five-year program – departments, curricula, and new degrees. • Establish the Research Encouragement program for Faculty members in order to • advance the attainment of grants from competitive research funds, to publish in • key international publications, and to mentor research students. • Expand graduate studies and increase their relative weight among all the • University’s study programs. • Advance the establishment of the Charney School of Marine Sciences: Develop • the Department of Marine Geosciences and preparations toward the opening of • Marine Biology. • Address the issues of establishing a medical school in partnership with the • Technion.

Academic Goals • Develop international program for graduate degrees in English. • Deepen the foundations for inter-departmental and interdisciplinary curricula. • Recruit excellent faculty members and mentoring the young generation of • researchers. • Attract outstanding students to the University through study tracks and programs • designed for excellence. • Cultivate a new generation of academic leadership.

Academic Faculty - continued • The significance in freezing the growth of academic faculty members: • Increase in the burden of research and teaching • Difficulties in competing with other institutions • Constraints in increasing the numbers of research students • Obstacles in initiating and opening of new academic programs

Focus of Academic Activity for the coming year • Continuing the implementation of our strategic plan in accordance with the new '5 year plan‘ •  Realization of the '5 year plan' •  Competing for the 5th Medical School in the Gallilee • Enhancing our focals of excellence in research: (Maritime studies; Learning disabilities; • Cognition; Emotions; Brain and Behavior; Terror and Media and more) • Continuing with the development of the Faculty of Sciences • Developing the Charney School of Marine Sciences • Consolidation of the Faculty of Welfare and Health Sciences; Public Health; Community • Mental Health; Para-Medical Departments • Structural Reforms in Humanities • Developing new international and interdisciplinary academic programs

  15. ALL OF THESE NEED: • Financial consolidation and stability • Physical infrastructure for research and teaching = (new buildings) • Recruiting excellent academic researchers • Determination and leadership • Trust and support of the public standing in the Board of Governors
