A short history of the single market 1960s: Towards the Customs Union (1968) 1970s-80s: Foundations are laid for the ‘1992‘ programme (European Council 1979; Cockfield/White Paper 1985; Cecchini Report 1988) 1990s: Follow-up to the 1992 programme (Simpler Legislation-SLIM; Internal Market Scoreboard) Today: Some physical barriers still exist; technical barriers continue to limit free movement of workers; financial services and Services of General Interest remain issues of debate.

  3. Towards a Single Market Act Communication by the European Commission on 27 October 2010 50 proposals to be implemented by 2012, namely on ‘Sustainable and equitable growth for business‘, ‘Putting Europeans at the heart of the single market‘, and ‘Good governance‘. Focus on public contracts (cross-border procurement accounted for only 1.5% of all public contracts awarded in 2009); single market for services, (cross-border services account for only 5% compared with 17% of the EU's GDPfor manufactured goods traded within the single market). Expected impact: Additional growth of 4% of GDP over the next ten years. By 28 February 2011: Contributions to be sent to the European Commission
