Integration of IEC under various NDCP under NRHM • IEC funds of NLEP (which are utilized at Central level) be placed at the disposal of IEC Division from the next financial year. • (Along with access to its software and list of areas needing focused attention) • 2. NVBDCP & RNTCP may need to maintain flexibility in fund management in view of contractual commitments with the World Bank in the current cycle. • 3.independent evaluation of all IEC activities be commissioned by IEC division to cover all programmes. • IEC Division would study modeling of content done with web-based design as done by RNTCP and explore emulating it in other Programme / sharing with States IEC Bureaus.

Integration of IEC under various NDCP under NRHM • IEC Division be involved in all future negotiations regarding finalization of external media agencies by all Programme. • Upto three media agencies be empanelled by NVBDCP, RNTCP and RCH II for undertaking IEC related work for all Programme Divisions. All other divisions use these agencies. • Involve all Programme in Health Melas for IEC integration. • Common budget sub head for Kalyani be created under IEC budget and all fund releases for Kalyani would be done on behalf of the various programmes by the IEC division using the same.

Integration of Procurement under NRHM • The IPC, Policy protocols and monitoring for procurement have already been integrated. • All divisions should share their annual procurement plans in a joint workshop before end of calendar year so as to identify and club synergies across various programmes. • Next market survey of products by Procurement division should be broad based and not be confined only to RCH products. • Disease control programmes should examine products and equipments where procurement can be decentralised.

  5. Integration of Procurement under NRHM • Clear directions regarding QA protocol to be used for pharmaceuticals be given by the procurement division. For this purpose labs and sampling agencies should be identified and a comprehensive external evaluation carried out of the products procured by all the programmes. • Logistics of each programme should retain their independent identity but a compendium of the practices and protocols followed by all programmes should be compiled by the Procurement divisions to allow cross referencing. • The Procurement division shall take the lead in compiling the best practices of logistics management in various programmes and sharing the same with all the divisions.

  6. Integration of Training under NRHM • Induction training of all MOs and LTs be undertaken before posting them in primary health set up. This training should cover all programmes also and modules for the same may be developed by the NIHFW in consultation with the respective programmes. Issues related to IDSP should also be included in this training. • Various programme division agreed broadly to the illustrative sensitization training programme presented by the NIHFW. • In addition to the sensitization trainings, the core skill trainings of various programmes shall be managed by the respective divisions.

  7. Integration of Training under NRHM • The CMO assisted by the DPMU, should be the single window control person who should monitor the refresher training for all programmes and cadres including doctors and paramedics. • The module for DPMU training presented by the NIHFW was broadly agreed to by all the divisions. • The disease control programmes shall give their training related inputs to the training division for preparation of a common compendium of all training activities for states. • All programmes should hold joint consultations to prepare standard costing of all trainings. The training division may spear head this process.

  8. Integration of Training under NRHM • The training division should develop E Courses for refresher trainings for all programmes. • The training division should prepare common training calendar in consultation with various programmes at the beginning of the year to optimize use of resources and time.
