HOW TO ATTRACT AND RETAIN THE BEST PEOPLE IN THE CIVIL SERVICE Well organized and competent civil service is a precondition for: • Implementation of the rule of law and protection of human rights and liberties in accordance to the standards of developed democracies • The foundation for a total democratization of Montenegrin society is: modern,efficient, competent and responsible administration with: - clear division of competencies - transparent work of all civil service institutions

  5. HOW TO ATTRACT AND RETAIN THE BEST PEOPLE IN THE CIVIL SERVICE • Traditional understanding of civil service • Inadequate salaries • Small chance to be promoted according to profession

HOW TO ATTRACT AND RETAIN THE BEST PEOPLE IN THE CIVIL SERVICE • Prospect of advancing in knowledge • Possibility of a scholarship and permanent development • Study visits to similar institutions in the region • Prospect of bank loans with lower interest rates and longer repayment periods • Prospect of settling housing issues (in 2007, the Government of Montenegro and Ministry of Finance in cooperation with commercial banks awarded 250 housing bank loans with repayment period of 30 years (30 years being the longest) • 100% salaries and compensations during educational development, unfitness for work, maternity leave, long-term illness……
