  2. Basic issues related to recruitment of staff • Negative image of civil service as the employer • Inadequate number of interested candidates – appropriate profiles of experts • High fluctuation of young staff

  3. The image of the Civil Service • The influence of stereotypes on employment in the civil service institutions • Unattractive – low, uncompetitive earnings in comparison to private sector • Non-dynamic – does not offer enough options for development and career planning

  4. Job motivation in the civil service • Young candidates – dynamic and challenging jobs, fast promotion on the hierarchical ladder, development andtraining; • Experienced staff – permanent job, regular salary, moderately demanding job without abrupt and frequent changes – “job for life”.

  5. Executed measures in the HRM Service • Consistent application of legislative that ensures equal employment opportunities • Staff planning • Monitoring of modern trends in the area of recruitment and improvement and professionalization of staff selection in civil service institutions

Executed measures in the HRM Service • Planning and organization of training and development of civil servants • Strengthening of capacities of HRM Service employees for a more efficient role of the Service in the Civil Service • Modernization of the recruitment process by applying the contemporary information and communication technologies

Projects that supported the development and realization of objectives of the HRM Service • “Technical support in preparation and implementation ofadministrative-legal provisions” (financed byEuropean Union;under monitoring of European Agency for Reconstruction) - phase 1 • World Bank Project, Human Resource Development Grant, through engagement of consultants for different HRM areas • “Development of a modern HRM in the Civil Service of Republic of Serbia” assisted by Swedish Government (financed by SIDA; implemented by SIPU)

Ongoing projects • Project “Technical Support in Preparation and Implementation of Administrative-Legal provisions” (financed by European Union;under monitoring of European Agency for Reconstruction)- phase 2 • Project “Upgrading the Process of Staff Selection in the Civil Service” (financed by Ministry of Foreign Affairs of Kingdom of Norway) • Project “Introducing the Automatic Process of Employment in the Civil Service” (financed by Ministry of Foreign Affairs of Kingdom of Norway)

How to attract and retain the best people in the civil service? • By upgrading legislative and implementation of planned activities aimed at increased flexibility and competitiveness of the Civil Service • By improving the recruitment process – developing the strategy for attracting and retaining young and expert staff • By increasing the accessibility of information – designing a web site with a view to change the Civil Service image and position at the labour market

  10. How to attract and retain the best people in the civil service? • By improving the work conditions and quality of the working life • By further developing the Performance Appraisal System and advancement of employees • By developing the planning system and career management of civil servants
