  2. Extension and Rural Business Development Super Goal Rayon development in form of the poverty reduction and sustainable livelihoods of the rural population.

  3. Goals 1. Accessibility of primary agricultural producers to the financial resources 2 . Establishment of the layer of taxpayers in rural areas 3 . Rural business development 4. Extension service development 5. Farmers self sufficiency with agricultural products 6. Providing local processing industries with raw materials 7. Facilitation to the small and medium size non-agricultural business development 8. Establishment of social environment 9. Establishment of cultural environment 10. Providing energy resources 11. Establishment of community-based farmers’ organizations

Stages • Establishment of DFID FCGS team regional office in Terdjola Rayon • Establishmentof Initiative Groups with the local administration representatives • Establishment of Target Group out of the representatives of rayon villages and farmers’ unions • Research and analysis of population needs • Market research and analysis • Cooperation with Initiative and Target groups to identify rayon’s development priority • Preparation of Initiative proposals and projects • Restructuring and planning of local budget according to the projects prepared • Identifying the capacity of local resources mobilization and attraction of investments • Implementation of initiatives and projects

Extension and Rural Business Development in Terdjola Rayon (ERBD) Project Implemented by Terdjola local administration and “Agro-Business Consulting” – DFID SCGS project with support of Ministry of Agriculture and Food Terdjola Rayon - Number of population - 45 400 - Number of population involved in agriculture - 40 000 - Whole territory of the rayon – 35 624 ha - Agricultural Land in the total amount – 21 500 Main Activities - Subsistence Farming - Viticulture - Grain (maize, wheat, soy beans ) production - Live stock breeding and forage base production

Achievements of Terdjola Rayon Development Cultural-sport sphere - Repair of sports school is finalized - Repair of exhibition gallery is finalized - Building of youth center is planned Health Care - Rural ambulance - Free medical service - Free emergency service - Free dental service - Free infection diseases treatment

Achievements of Terdjola rayon development Education - Free secondary education (before project implementation) - Repairs of 3 secondary schools in Terdjola, Gardubani, Kvakchiri are finalized - Repairs of 2 secondary schools in Nakshirgele, Terjola are ongoing - Repair of 1 kindergarden in Nakshirgele is finalized - Repairs of 2 kindergardens in Chognari, Zeda Simoneti are ongoing - Building of one new school in village Cknari

Achievements of Terdjola rayon development Infrastructure and energy supply sphere - 24 hour constant electricity supply - Building of direct electricity supply system connected to Dzevri hydroelectric power station of 4 villages is ongoing - Each inhabitant of the rayon receives subsidies of $2.5 for paying gas taxes (from the local budget) - Renewing of roads is ongoing - Free communal service system is implemented in the rayon

Achievements of Terdjola rayon development Agriculture - Crediting offarmers ($23000) through processing industry; it is planned to give $48000 to farmers according to the same scheme - Providing 50 kg free of charge nitrogen fertilizer to local farmers - Starting the restoration of aboriginal Telepi breed sheep population - Providing cheap and timely veterinarian services - Support in preparation of World Bank ARET CGS competition winner projects - Rehabilitation and re-starting of poultry farm “Terdjola-kazbeki” - Farmers extension service and business system development

Lessons Learned - Farmers unions should be formed voluntarily, on the basis of interested motives - Cost-effective activities should be financed, which will guarantee their sustainability and will fill the local budget - Cooperation with the local administration and the ministry of agriculture and food is necessary - Essential conditions for problems solution are identification of problems’ causes, complex plan development and effective utilization of the existed experiences - Action plan should be based on the market research and population problems and needs analysis undertaken in the rayon

Future Activities - Planning cooperation between the rayon population and local administration representatives for budget transparency and planning - Researching the perspective markets for selling local products, defining the capacity and prices of products- Facilitation to the small non-agricultural business development - Establishment and functioning of the farmers’ club - Establishment of farmers micro financing system- Development of farmers organizations and finding the sources of their financing - Development of agro-tourism - Supporting agricultural businesses and efficient operation of consultancy system - Continuation of social infrastructure rehabilitation - Continuation of cultural infrastructure rehabilitation
