Open Enrollment • Open Enrollment (OE) • One time a year opportunity • All Benefit-eligible employees can make changes to: • Medical • Dental • Vision • Accidental Death & Dismemberment Insurance • Added dependents require proof documentation for enrollment • Changes made during OE will be effective July 1, 2011

  6. Special Enrollment for Dependents Up to Age 26 • Special Enrollment • 30 day enrollment mandated by Healthcare Reform • Benefit-eligible employees may add adult dependent children for the following reasons: • Coverage ended • Coverage was denied or dependent was not eligible • Coverage of children ended before attainment of age 26 • Applies to Medical, Dental, and Vision • Proof documentation is required for enrollment • Changes made during Special Enrollment will be effective July 1, 2011

Enrollment Periods • Open Enrollment • Wednesday, April 27 – Wednesday, May 11 • Online enrollment only via LoboWeb • Special Enrollment for Dependents Up to Age 26 • April 27 – May 27(Overlaps with OE) • Online enrollment only via LoboWeb - April 27 – May 11 • Paper enrollment form only - May 12 – May 27

Proof Documentation Requirement • Required if adding a dependent • Examples available on Open Enrollment Web page • Required documents must be submitted to HR Service Center by 5:00 pm on Thursday, June 30, 2011 • Failure to submit documentation by designated time will void dependent enrollment

Enrollment Communications & Resources • Email notices from the Division of Human Resources • Mailing to home addresses of all benefit-eligible employees • Dedicated Open Enrollment Web page providing enrollment information, links to details, OE sessions, plan design changes, and rates • Service Center Support: 277-MYHR(6947) and 277-HRPR(4777)

  10. Information Sessions • Open Enrollment information session times and locations will be posted on Human Resources Open Enrollment Web site • Benefits office is available for department presentations • Minimum attendance of 10 employees

Retiree Health Care Environment at UNM • Approximately 600 early retirees with dependents are covered on UNM medical plan. • Early retiree premiums mirror active employee contributions • Retiree medical claims cost far exceed those of active employees • Governmental Accounting Standards Board (GASB) • Requires postemployment benefits to be reported on financial statements • In 2007, liability was $92.3 million • By 2009, liability was 131.9 million

Task Force Charge • Consider alternatives for addressing rising health care costs for UNM’s retiree population. • Evaluate retiree health care eligibility criteria. • Analyze the ratio of premium to claims for early retirees. • Recommend health care options that more closely reflect the cost of health care for the retiree population. The Task Force was asked to:

  15. Process and Alternatives Process • Faculty, staff, retiree, and administrative representatives discussed and reviewed relevant information and options. Alternatives • Healthcare Analytics provided cost projections for 14 options in three categories. • Benefit Eligibility • Premium Contributions • Policy Changes and Clarifications

Recommendations Benefit Eligibility • Establish new eligibility rules for individuals hired after July 1, 2011. • Age requirement of 60 years & 20 years of service or 65 years & 7 years of service • A ‘safe harbor’ will protect individuals who must retire early due to a disability (as determined by the ERB).

  17. Recommendations Premium Contribution • Premium contributions will shift 5% effective July 1, 2011. Typical contribution: • Premiums will incrementally shift 1% per year for FY13-FY17. • Premium shift is not associated with any potential increases attributable to rising premium costs. • By FY 2017, a typical premium contribution will be 50/50.

Recommendations Policy Changes and Clarifications • Effective July 1, 2016, employees must be enrolled in UNM’s Medical Insurance five consecutive years immediately preceding retirement. • Employees must enroll within 60 days from retirement and maintain continuous coverage thereafter to remain eligible.

  20. Return to Work (RTW) Employees • House Bill 129 will require return to work employees to contribute to the ERB

  22. ARP Election • An ERB resolution will allow previous members of the ARP who switched to the defined-benefit plan to switch back.

  24. 2011 UNM Youth Summer Hire Program highlights • Who Qualifies? • High school youths • Undergraduates from other colleges and universities • Graduate students from other colleges and universities • Timeline: • Follows APS and UNM Summer break schedules • The online 2011 UNM Youth Summer Hire Program Overview has specific dates for the various programs

  25. 2011 UNM Youth Summer Hire Program highlights (cont’d) • Purpose: • To promote young adult success and learning • To introduce youths to the university environment • Benefits: • Provides valuable work experience for New Mexican youths (and may be their first work experience) • Provides the opportunity to gain work experience in a flexible environment • Provides the opportunity to work for one of the largest employers in New Mexico

  26. 2011 UNM Youth Summer Hire Program highlights (cont’d) • Externally-funded programs • Program works with outside organizations to promote diverse hiring of young adults • Participants are paid by the outside organizations • Internally-funded program • Youths are requested by departments through UNMJobs • Participants in this program are paid by the hiring department

  27. 2011 UNM Youth Summer Hire Program highlights (cont’d) • Departments utilize UNMTemps request process in UNMJobs for the internally-funded program • Used to hire students either competitively or non-competitively • Benefits: • Shorter turnaround time • Reporting capabilities and transparency • Support Center staff available to answer questions
