  2. HISTORY The centre was founded on the basis of the Energy Centre of the European Union that worked within the bounds of Tacis program in Yekaterinburg city from 1995 till 1999. In January 1999 it was registered as The Ural Centre for Energy Efficiency and Environment. Founders:The Administration of Yekaterinburg city; MFF-Innotek(Germany), The leader of Tacis project consortium Since 2004,after purchasing the share of German part, The Ural Centre for Energy Efficiency and Environment became the Russian company. On the bases of energy centers of Yekaterinburg, Perm, Tyumen, Tchelyabinsk, Krasnoyarsk and Novosibirskwhich took part in Tacis program The International Association of Energy Centers was found with the executive power ln Yekaterinburg. UCEEis: • a corporate member of The International Academy of Ecology and Life Protection Sciences (St. Petersburg) • an expert of the World Bank in the sphere of realization of Kyoto Protocol mechanisms

AREAS OF ACTIVITY Energy efficiency and resource economy • Energy audit of industrial enterprises and objects of the public sector and the housing and utility complex • Forming of the fuel and energy balance for enterprises, municipalities and regions • Working out of energy saving programs of enterprises and particular branches of economy • Development of energy performance certificates of industrial enterprises and civic buildings • Works on improvement of the municipal infrastructure of municipalities • Elaboration of performance contractsfor enterprises and financial structures • Works by the standard ISO 50001. Energy management of enterprises Carbon projects • Greenhouse gases emission inventory • Estimation of greenhouse gases emission reduction for projects • Development of Project Design Documentation (PDD) and accompanying of Joint Implementation Projects (for financing of energy saving programs) • Investment attracting (including international investments) for energy saving projects • Elaboration of intracorporate GHG Emission Trade Scheme • Feasibility study and business plan development

  4. AREAS OF ACTIVITY Environmental protection Laboratory of industrial environment and working conditions assessment 1. Research and start-and-adjustment works: • Development of projects of standards for maximum admissible emissions (MAE) into the atmosphere • Inventory of harmful substances emission sources • Control of standards for maximum admissible emissions (MAE) into the atmosphere • Engineering tests, checking-out and certification of ventilating systems and gas-cleaning devices • Inventory of industrial and domestic wastes • Development of projects of standards for waste formation and disposal limits and prolongation of limits 2. Research works on industrial environment and working conditions assessment: • Selection and analysis of harmful substances in industrial emissions • Control of approved standards for maximum admissible emissions (MAE) into the atmosphere • Sanitary and chemical analysis of working and indoor ambient air • Measurements and estimation of working environment physical factors • Assessment of intensity and traumatic reliability of work • Workplace assessment • Working out of industrial control programs • Elaboration of workplace passports

QUALIFICATION OF SPECIALISTS • 2 doctors of technical sciences (areas: energy efficiency, environment protection and forest management) • 5 candidates of sciences (physical and mathematical, technical, economical and chemical sciences) • We published 11books, more than 40 articles.Received 2 patents. • UCEE specialists took part in 7 international training workshops • In 2006 Director of UCEE defended a thesis work for a doctor degree to the theme “Environmental and economical assessment of rational use of energy resources in the system of Kyoto Protocol»

UCEE is an energy auditing company UCEE made more than 80 energy audits, participated in development of energy efficiency programs. • Extended energy audit of JSC “Pnevmostroymashina”, 1996 • Development of Target program “Reconstruction and development of heat supply objects of Khanty-Mansiysk Autonomous Okrug for the period 2002-2005 years”, 2002 • Preparation of the sections of Conception of reformation and modernization of the housing and communal services of Khanty-Mansiysk Autonomous Okrug, 2002 • Local energy audit of oil and gas production objects of JSC “Yuganskneftegaz”, 2004-2005 • Complex study of objects of JSC “Yuganskneftegaz” for reduction of consumption of reactive power, 2006 • Monitoring of realization of energy and resource saving measures in Sverdlovsk oblast, 2007 • Development of Complex power strategy of Khanty-Mansiysk Autonomous Okrug up to 2020 year, 2008 • Development of the municipal program of energy savings and energy efficiency increase of Sysert urban district, 2010 JSC “The Ural centre for energy efficiency and environment” is a member of SRO NPO “Soyuz Energoeffectivnost”.

UCEE takes active part in international projects • Regional project on greeenhouse gases inventory in Sverdlovsk oblast, 2001 • Climate project Synergy under the aegis of the European Union, 2002 • Work on conservation and development of water objects of Sverdlovsk oblast under the Small Environmental Projects Scheme SEPS-3 (Great Britain), 2005 • Preliminary research work on the potential of utilization of exhaust gases heat in the metal manufacture of the Ural region within the bounds of the contract with Statoil and Norsk Energy, 2006 • Development of the mechanisms of economical motivation and reinvestment to the energy efficiency on request of the Fund for Sustainable Development NGO, the USA, 2007 • Joint Implementation Projects scouting and preparation the Concepts for them on request of the Ministry of Environment, Territory and Sea of the Republic of Italy, 2008 • Participation in the European Union project on investment attraction to the energy efficient projects of regions of the Russian Federation, 2009-2010 • Formation of bases for low carbon development at the regional level on request of the Ministry of foreign affairs and on affairs of the British Commonwealth of Nations, 2010-2011 UCEE takes active part in Kyoto Protocol mechanisms realization.
