Current Status and Next Steps • Current Status • Alexander Blecken (Procurement Specialist) and Phillip Walker (Administrative Assistant) commenced work at UNICEF Supply Division on the project on May 16, 2011 • Core team: Ann Hasselbalch, Alexander Blecken, Phillip Walker with strong support from WG • Currently review of existing documentation and preparation of inception report • Next Steps: • May 23 – June 3: Initial interviews with PN members and key stakeholders • Mid/End June: Kick-Off Meeting with Working Group • Mid June: Inception Report finalized • May – July: Revision of “Guidelines for Harmonized UN Procurement at the Country Level” HLCM PN WG Harmonization “Harmonization” Project

FOR DISCUSSION Objectives and Work Packages • Work Packages: • WP1: Revision of “Guidelines for Harmonized UN Procurement at the Country Level” • WP2: Documentation and assessment of country level outcomes for pilot countries • WP3: Comparative Analysis of organizations' Rules and Regulations • WP4: Development of standardized Rules and Regulations • WP5: Comparative Analysis of organizations' Manuals and Toolkits • WP6: Development and of standardized procurement toolkit • WP7: Development and assessment of strategic options for harmonized procurement at the country level • WP8: Development of Training and Communication Materials The Work Packages will form thebasisfor a revision of thedetailedproject plan • Objectives: • Create a common framework for harmonization of procurement related regulations, rules, policies, procedures and business practices, • Document and include country level outcomes and best practices in collaboration with the UNDG Task Team on Common Services and procurement in (selected) countries • Develop a standardized toolkit for country level procurement practitioners taking into account the best practices, needs and insights from the country level HLCM PN WG Harmonization “Harmonization” Project 3

FOR DISCUSSION Success Indicators for Work Packages Success Indicators for other Work Packages currently under development • Success Indicators for WP1: • “Guidelines for Harmonized UN Procurement at the Country Level” (“Guidelines”) are revised • Guidelines are endorsed by Procurement Network • Guidelines are distributed via UNGM • A number of UN country teams establish common procurement following the Guidelines • Increased volume and value of goods and services procured by UN country teams through common procurement , e.g. LTAs HLCM PN WG Harmonization “Harmonization” Project 4
