What is CIGRE • CIGRE stays for: International Council on Large Electric Systems (Conseil International des Grandes Reseaux Electriques) • CIGRE is a non-governmental no-profit international association, with around 10,500 members worldwide, founded in France in 1921 • the mission of CIGRE is to diffuse the knowledge about Electric Power Systems, through e.g. information collection and dissemination, benchmarking, analysis

The CIGRE Technical Committee Strategic Plan (2) • STRATEGIC DIRECTION 1 : CUSTOMER ENERGY DEMANDS • Examine on an ongoing basis the evolution of demand scenarios • Analyze solutions for maintaining security of supply • Investigate demand side management approaches • Examine the challenges facing developing countries and explore ways to facilitate access to electricity. • STRATEGIC DIRECTION 2 : ENVIRONMENTAL CHALLENGES • Envisage solutions to address the environmental concerns faced by the electrical power sector • Envisage solutions to address the public acceptability issues faced by the electrical power sector • Record the lessons learnt and solutions adopted worldwide • Study system efficiency solutions

The CIGRE Technical Committee Strategic Plan (3) • STRATEGIC DIRECTION 3 : REGULATION, LEGISLATION AND TARGETS • Study and analyze the consequences of regulatory changes for the electrical power sector • Record the solutions adopted and the experience gained worldwide • Provide unbiased technical information to assist decision makers and stakeholders • STRATEGIC DIRECTION 4 : NEW AND DEVELOPING TECHNOLOGIES • Identify and support new and developing technological solutions and highlight their potential contribution to the electrical power system •  Facilitate the adoption of new technological solutions by providing suitable CIGRE technical recommendations and supporting the subsequent standardization process. • Elaborate and provide knowledge on new technology in selected areas and act as a repository for the associated information.

The CIGRE Technical Committee Strategic Plan (4) • STRATEGIC DIRECTION 5 : SYSTEM DEVELOPMENT AND OPERATION • Study the transmission and distribution system as a whole • Analyze the system implications of new generation technologies. • Identify methods to improve the efficient utilization of existing assets. •  Identify methods to maintain the supply reliability under the changes taking place. • Analyze the implications of new technologies and how these can be most efficiently applied. • Provide a vision of the future electrical power system.

The demand could: increase, due to electricity increasing penetration, in end uses and transports decrease, due to actions to improve efficiency of energy consumption T & D Network – The evolution Network evolution: the Driving Factors • The future generation mix will based on RES (connected at any voltage level), high efficiency thermal generation (including CHP units), nuclear generation, storage (including PHEV) • There will be • increased diffusion of dispersed generation • growing need of load management and control • There will be a growing exchange of cheaper or green electricity among electric systems at national, continental or inter-continental level From: “The network of the future”, CIGRE Technical Committee internal document

SC C3 - Mission and Main Target Groups The main goal of SC C3 is to present unbiased positions and produce approaches on Power System environmental performance and impacts and on its implications for management, operation and investment decisions. The Electric Utilities themselves are the main Target Group, specially their executives and (environmental) managers. The results produced by the SC should be of immediate use to that group, either supporting decision making processes or providing arguments for discussion with authorities or for communication with other stakeholders. • Other main Target Groups are: • Authorities and Regulators • Public (in general), mass media, NGO’s

SC C3 Technical Directions The scope of SC C3 is categorised into the following main TDs: • TD 1 Power Systems development and Environment • TD 2 Power Systems operation and Environment • TD 3 Global environmental changes and Power Sector • TD 4 Public Acceptance of plants and infrastructures, Stakeholders Engagement and Communication

SC C3 Activity At the moment there are 7 active Working Groups inside the SC C3: WG C3.01 EMF and Health WG C3.04 Stakeholders engagement and Communication in Sustainable Development WG C3.05 Environmental Impact of Dispersed Generation WG C3.06 Strategic Environmental Assessment WG C3.08 External Costs of Power Lines WG C3.09 Corridor Management JWG (B2, B4, C4) Electric Field and Ion Current Environment of HVDC Transmission Lines.
