Background of the TVET program • EU– Egypt Cooperation in the frame of the MEDA partnership • The agreement for financing the project (SFA) was signed in Brussels in 29/4/2003 • The Presidential decree was issued 16th Dec., 2003 • The approval by the Egyptian parliament issued on 10th Feb., 2004 • Total budget of the project is 66 Mio € (33Mio € contributed by the EU) • Estimated duration of the TVET program: 6 Years • The program started: 11/7/2005 - 10/7/2011

Vision • Higher competitiveness of the Egyptian enterprises on domestic and international markets • TVET institutions responding pro-active and flexible to quantitative and qualitative needs of the labour market/economic sectors • Egyptian labour force is prepared to respond to challenges of future economic and industrial developments • Politicians, training providers and stakeholders of TVET system implementing the reform

Objectives • Overall Objective: • Contribution towards the improvement of the competitiveness of Egyptian enterprises on domestic and international markets • Objectives of the three main Components: • Enterprise TVET Partnership (ETP) as Public Private Partnership (PPP): Development of decentralized and demand- driven TVET institutions and establishment of at least 12 sectorial and decentralized ETP’s • Capacity Building: Improvement of the quality of TVET delivery • National TVET Policy and Platform: Development of national regulatory and support institutions for a decentralized and demand-driven TVET system

  7. Beneficiaries and Stakeholders • Beneficiaries: Egyptian private sector enterprises, investors and business associations and private/public TVET providers of the manufacturing, building and construction and tourism sectors • Implementation is coordinated by: Ministry of Trade and Industry • Main Stakeholders of the Private Sector: Industrial Training Council (ITC); Federation of Egyptian Industries, Federation of Builders and Contractors Federation of Tourism and Hotel Industries National Union of Investors and Investors Association, Chambers, Exporters Associations or Councils and IMC, others • Cooperation Partners and International Aid Programs: SDP (World Bank), NSSP, ILO/UNDP, ETF (European Aid), MKI- TVET (German Aid), Jaica, Korean Aid, USAID, and others

Approach to TVET Reform • National TVET Policy Platform will introduce: National Occupational Standards, Audits and Accreditation of TVET providers/institutions and provide Certification for personnel • Introduction of National TVET Certificates for Students and Trainees recognised by the Stake holders, International Labour Market and wanted target groups • Reforming the operations of TVET institutions to meet the competency based requirements and operational/financial freedom to meet present and future needs • Reform is initiated and implemented through a decentralised and participatory bottom-up process • Conceptual frame work is based on a demand driven concept and through private public partnership • Sustainability of changes: the reform will shift TVET system from a centralised to a decentralised system - stakeholder driven system – , financial & institutional autonomies and the concepts of learning organisations will provide the basis for a sustainable reform • Development of a National Qualification Framework (EC project) will give a sound basis for regional manpower exchanges or export also to Europe

Resources & Instruments of TA • TA is split into 3 service contracts: • 1 PMU and 1 ETP pilot project (RMG) • 4 ETP’s (B&CM; Wood; Food & Engineering) • 7 ETP’s (Pharmaceutical & Chemical; Printing & Media; Leather & Tanning; Building & Construction; Tourism) • 8 Studies • 30 Twinning arrangements • Study tours • Training sessions • Events and workshops • Equipments and limited funding operational cost ETP’s • Etc.

Assistance to the Reform of the TVET System – ETP concept مشروع إصلاح نظام التعليم الفنى والتدريب المهنى – مفهوم المشاركة بين الشركات والتعليم الفنى والتدريب المهنى Contribution of Stakeholders 1- Join the ETP (Ready Made Garments) and sign the cooperation protocol on 8th, December 2005. 2- Contribute to the establishment of the ETP technical secretarial ( Offices, Communication facilities etc.) 3- Determine the staff needed from the ETP partners and the priorities for the first ETP in RMG 4- Encouraging the companies and investors unions to join the project the ETP-RMG 5- Set up the Organization of the ETP-RMG
