  2. The Guidelines ZANSASP Large grants Ref.: ZANSASP/LG

  3. Guideline are about 2 mains issues… • WHO, WHAT, WHERE, HOW MUCH, HOW LONG ? i.e Who can participate in the call for proposal, what kind of project and what kind cost can be included in the budget – This group of issues is called: ELIGIBILITY (def: rules governing the participation to the call for proposal) • HOW, WHEN? How to Apply ? When to apply? Forms to use etc. This group of issues is called: PROCEDURES

Eligibility issues • Eligibility of the applicant Who can apply? • Eligibility of the action what kind of project? • Maximum/Minimum Amount of Grant (How much?) • Maximum/Minimum duration of project (How long?) • Themes & Priorities (What for?) • Locations (Where?) • Eligible Activities (what you can do) • Ineligible Activities (what you cannot do) • Eligibility of the costs what can I include in the budget?

  5. Who can apply?(Eligibility of the applicant M&L Grants ) • Legal entity • Non Profit • Be a non-state actors • Registered in Zanzibar • Be established in EU or TZ • Must be directly responsible for project • Track record in the field of this call

  6. Other conditions for applicants • Partnership approach: • Must have at least one co-applicant i.e. applicant are not allowed to apply on their own. If you apply as a single organisation, you will be excluded from the Call for Applications • Co-applicants must also have the same conditions as the main applicant (slide before), otherwise excluded from the Call for Applications

  7. The action: Maximum/Minimum grant amount (for M/L Grants) • Grant Amount Any requests that are above or below these values will be excluded from the Call for Applications. YOUR PROPOSAL MUST BE IN EURO (in the section on budget, we will talk about this issue in detail)

  8. The action: Maximum/Minimum Duration • Duration • Maximum Duration is 17 months • Minimum Duration is 15 months Any requests that are above or below these values will be excluded from the Call for Applications

The action: what project could be eligible?(M/L) • It must fit with one of the Priorities of the call for proposal • It must include elements of Added value • It must be in line with the Themes of the call, of the lot and the general theme, • Ensure you deal in proposal with the cross-cutting issues • It must take place in the geographical area designated in the guidelines • Get inspiration from the type of actions allowed (do not copy) and check you do not ask for any activities that are not allowed ( a list is also included in guidelines). • Look constructively also at the possible list of activities included

Firstly: Capacity Building – A priority for all Calls (M/L) • ZANSASP wants organisations to be stronger after the project and therefore encourages them to include some capacity building for their organisation as part of the proposal • Logistics • Human Resources • Equipment • Training • Organisational development Ensure you “mainstream” the institutional strengthening of your organisation in your proposal!

The action: what project could be eligible? • Priorities (page 5 of guidelines). • There are 3 priorities in the Medium/large grants call for proposal • Your proposal need to focus on at least one • Project needs to show a link between activities at National and Local levels • Project needs to Innovate and show Knowledge management (lessons learnt or to be learnt, impact assessment, etc.) • Project needs to show a link between Service delivery and Advocacy interventions

The action: what project could be eligible? • Within a call for proposal, the division into lots allows to focus on some specific themes (either geographic, sectoral or thematic) • Here, we have difference of themes and sizes of grants between the 2 lots (not geographical focus). • LOT 1 - Category 1 grants: Accountability and Advocacy • LOT 2 – Category 2 grants: Dialogue and Voice of Civil Society

The action: what project could be eligible? • Added value (page 5 of guidelines) For the Large & Medium grants, you need to pay attention to: • Gender mainstreaming (practical example) and clear gender impact • Vulnerability • Multi-level/ multi-stakeholder dialogue IMPORTANT: this items get scored specifically so you need to make sure that you considered these elements when your design your activities and write your concept note and proposal

  14. The action: what project could be eligible? • Cross cutting issues (page 10 of guidelines): Where possible applicants shouldshow in the proposal how the project will consider and /or positively affect: • Environmental concerns • Gender equality • Youth and Women empowerment • Participation • Building Capacity IMPORTANT: this item get scored specifically so you need to make sure that you talk about these (risk assessment, impact, etc)

The action: what project could be eligible? • Location (page 10 of guidelines) • Zanzibar (Pemba, Unguja and other islands) • National, regional project (but can focus on more specific, smaller, geographical areas) • Please be precise when you describe the location of the project and the communities that will be affected. • Village • Shehia • District • Region • Island

  16. Example Eligible Actions  There are 7 types of actions as examples for Medium and Large Grants, such as: • Innovative actions aimed at strengthening the collaboration and interactions between the different categories and levels of non-state actors and the different spheres of governance (Legislative, Judiciary and Executive) etc… • Actions aiming at rights education, public participation, community mobilisation, civic education, access to information, etc… • Actions aimed at developing access to rights and services through supporting the emergence of movements and platforms (i.e. coalition building and membership development, capacity building) esp. in Child sector and Victim sector, etc.

  17. Other Example Eligible Actions  • Actions aiming at enhancing nation and peace building in areas where persist sectarian divisions resulting from ethnic, historical, social and/or political conditions through innovative approaches such as targeted inter-community dialogues and reconciliation initiatives , etc.. • Actions aiming at encouraging attitude and behaviour changes with media professionals /practitioners , etc • Innovative actions for NSAs to improve their internal governance and organisational capacity in order for them to better serve their membership and constituency through strategic organisational development (OD) , etc • Actions aimed at facilitating the evolvement and strengthening of newer forms of socio-economic and developmental institutions representing or working with the weak and vulnerable segments of society, towards their active participation in local development and governance processes.

  18. Other Example Eligible Actions  IMPORTANT: Use the list in the guidelines as an inspiration for your project BUT do not recopy the list as each project need to be specific and relevant to a special areas and problem in the country/ community List is on page 10 & 11 of the guidelines

Example Ineligible Actions There are different types mentioned in the guidelines, such as: • projects concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, congresses; • projects concerned only or mainly with individual scholarships for studies or training courses; • actions which consist exclusively or primarily in capital expenditures e.g. land, buildings, equipment and vehicles • actions engendering any form of discrimination against individuals or groups on any grounds • projects aimed at advancing ideologies of a political party, religion or ethnic group.

  20. Example Ineligible Actions IMPORTANT: Use the list in the guidelines as a check list to make sure your project does not fall in any of the categories mentioned in this section. Any proposal received for such type of projects will be excluded from the Call for Applications. List is on page 11 of the guidelines

Example of activities  IMPORTANT: Like for the list of actions we saw before, , use the list of activities in the guidelines for inspiration and as check list about what you could do but do not copy them as they are not specific to your problems or your area but general decription of types of project. List of activities is on page 12 of the guidelines

Finally… how many proposals? • Number of applications per applicant for the call (i.e. the 2 lots) • A lead applicant can only submit 1 proposal as a lead applicant BUT • Can submit as a co-applicant in other 2 proposals (maximum) • A Co-applicant can be a co-applicant in two proposals See guidelines page 13

  23. Finally… how many grants? • Maximum number of grants awarded per applicant under this call for proposal (for the two lots) • A lead applicant can only receive 1 grant • A co-applicant can receive up to 2 grants

THE PROCEDURES for MEDIUM & LARGE GRANTS Reminder: 2 steps ! • Call for 2 steps • Step 1: Submission of a Concept Note (CN) then if selected / short listed • Step 2: Submission of a Full Application (FA) It is a Complex and long process This is the FIRST STAGE also called The CONCEPT NOTE stage. Lets look at the procedures…

  25. How to Apply – The Procedures The basics requirements .. • Make sure that the application is typed • Make sure that the application is in English • Make sure that you have one original and two copies when you submit • Make sure you hand in one electronic copy of the Application Form • Make sure that you are on time (no late acceptance under any conditions) • Make sure the envelope has all the information required on it! (if not, excluded!!!) and get a receipt!

How to Apply – The Procedures The project proposal itself: • All Documentation requested: • The Application Form - complete and sign all sections: • Part A – THE CONCEPT NOTE • Section 1: instruction (and description of the action) • Section 2: check list • Section 3: Declaration by the Applicant • PART B – THE FULL APPLICATION FORM This is is for the 2nd stage – but read it before doing the concept note as you will find useful information for your CN

  27. How to Apply – The Procedures Other issues: • PADOR registration – NOT REQUIRED FOR THIS CALLS FOR PROPOSAL • Remember: • This is only the 1st step for you and will have to submit a full application, a budget and logframe later if short listed. • The full application has to based on the SAME project as the CN ( variation of 20% of budget)

  28. How to Apply – The Procedures Other advice: • Ignore – unless you have previous experience – the sections on: • Simplified cost options • Financial support to 3rdparty • Affiliates & associates • See the concept note ( i.e. the application you have to submit at the 1st stage) as an executive summary of the Full Application SO start thinking about the FULL APPLICATION when you write the concept note

Content of application form – Annex A Cover page Contact details Part A: Concept Note • Instruction for drafting the concept note • Check list for the concept note • Declaration by the applicant • Assessment grid for the concept note Part B: Full application – You do not have to completed this section at this stage

  32. Cover page • It contains all the information you need for the envelope for the submission of the concept note ( i.e. reference, name , etc) • The reference and name of the large grant call for proposal is on the front page of the Guidelines

  33. Contact details • Title of the action: name of the project not the org! • Lot: Write: lot number and lot description (as in art. 1.3 of the guidelines, page 5) • Location: Village/Sheia/district/region/island (all in this order, in English) or national project or Pemba only etc. • Lead applicant name: Name + Acronym ( English if SW) • Nationality: Zanzibari, Tanzanian • EuropeAid ID: PADOR number if you have (or N/A) • LENF: if you have (or N/A) • Legal status: registration number and year • Co-applicant: name + nationality +registration / year of Registration + write : ”co-applicant”

  34. Part A – introduction • The Concept note is a five pages (Maximum!) executive summary of your project • It is a vital step to “sell” your project and should be given time and attention • Based on “project approach” methodology • Limit jargon but ensure there are enough details, relevant information and quote sources/ reference • Don’t repeat yourself or the call for proposal guidelines • Ensure that you include all information – if it is not written it cannot be scored • Consider score allocation when deciding how much space to give a particular section of your concept note

  35. Part A – Section 1.1 • Title: same as before • Lot: tick the correct one • Location: village (s)/ shehia/ district/region/island or indicate if across different villages/ shehia etc or if it is a national initiatives covering all Zanzibar or limited to one island (be precise) (you should be able to indicate approximatey population for the location) • Duration: in months – make sure between min and max duration of the CfP

  36. Part A – Section 1.1 • Requested EU contribution: money asked from the EU/ Zansasp in currency (EUR) • Requested EU contribution as a % of total cost of project • The EU cannot pay 100% but a maximum of 95% • The EU does not want to pay less than 50% of the project so the percentage mentioned here must be between 50% and 95% of the total cost of the project

  37. Part A – Section 1.1 In order to complete the concept note, you need to be familiar with these terms/ concepts: • Overall objective (OO) • Specific objectives (SO) • Target Groups (TG) • Final Beneficiaries (FB) • Results (R) • Activities • Risks and Assumptions In order to complete this section of the application, we need to work out what our project will be .. So we need to start thinking about the PROJECT!

  38. In the next session… • We will look rapidly at the principles behind the project approach and refresh the concepts of problem analysis, objective and stakeholders analysis, risks assessments. • During this next session, start thinking about your own ideas, organisation’s mission and objectives and frame them in the approach required by the call.
