  • X-road allows information systems to use the common data exchange environment as well as the common set of interfaces and common authentication system.

  • The aim of the X-road project has been to develop software, hardware andorganisational methods forstandardised usage of national databases.

  • X-road is ready to communicate with other states information systems.

  • There were no special data base management systems in use in Estonia before 90s.

  • Such situation has plusses and minuses:

    • The biggest minus: lack of good DB developers and IT-companies with large practices in beginning.

    • The plusses includes that we have had possibilities to use immediately the modern DBMS and hardware. Estonia does not have old type IS, which need restructuring.

  • Integrated information system that is going to give a clear view of the state’s registries and related services.

  • 63% of population uses Internet

  • 53% of Estonians have a home PC

  • 90% of citizens in age 16-75 have ID-cards

  • 75% of enterprises have Internet connection

  • 16-18% of Estonian enterprises found that ICT-ies play a significant role in cost reduction (2006)

  • Tax and Customs Board also gives the taxpayers electronically a list of the declarations not submitted by the due date or the declarations that are submitted but containing errors.

Conclusions

  • IT dimension itself does not need to be emphasized any more.

  • Principle that users shall not be expected to know how the public sector is organized.

  • The public sector employs the already existing technological solutions and avoids duplication of IT solutions.

  • Business processes should be brought into accordance with technological possibilities.
