Agri-environmental commitments • Operational • Source = DG AGRI : monitoring information of RD programs provided by Member States (annualy in September year+1) • Main indicator: (physical) area supported as a share of UAA • Sub-indicators: • area supported in different categories of AE measures • Expenditures per ha of (physical) area supported • Share of EU expenditures for AE in total EU RD expenditures • Only available at program level : = only regionaI level for BE, DE, ES, IT, PT, FI, UK • It is also a Sustainable Development Indicator

Intensification / Extensification • Operational • Sources = DG AGRI Farm Accountancy Data Network – Eurostat : regional production statistics • Main indicator: area of Low – Medium - High expenses of inputs / ha, as a share of UAA • Sub-indicators: • Milk yield • Cereal yield • Possible improvements: • Measurement of inputs use (allocation, in volume) • Typology of farming systems • Estimates of regional yields

  5. 14. Risk of land abandonment • Need of conceptual and technical development • Modelling approach combining socio-economic data with an assessment of the risk of land abandonment • JRC has made a first study – to be assessed • No precise timetable / action plan

High nature value farmland (1) • HNV indicator is a key element for the evaluation of the agri-environment measures in RD policy: • RD baseline indicator • Impact Indicator • HNV concept is still under development in DG AGRI: • To measure the HNV impacts of RD measures in general (even in areas which, as a whole, would not qualify for a HNV definition) • Guidelines under preparation to help MS to define and apply the concept in an operational way in their RD programs (study + evaluation network) • Measurement of HNV RD baseline indicator currently covers only farmland (but should be extended to forestry)

High nature value farmland (2) Foreseen lines of development: • Objective is a full compatibility between AE indicator and RD evaluation indicators based on the ongoing work in RD Evaluation Network: • RD baseline indicator = AEI (currently IRENA indicator) • Starting point = area-based approach of EEA/JRC improved by incorporating farming practices /systems would represent the first level of (potential) HNV: areas characterised as predominantly HNV • Further development = to integrate more detailed information from RD evaluation systems of MS on the importance of HNV in areas where it is not predominant.

Production of renewable energy (1) • Not yet mature – problem with data sources • Sources = Eurostat : energy statistics and FSS / DG AGRI : administrative sources and modelling / Various professional sources (EU Observ’ER, EBB, EBIO, etc) • Main indicator: Primary energy from crops & by-products, as a share of total energy production • Sub-indicators: • Area of energy crops (bio-diesel crops, ethanol crops and short rotation forestry) • Supported areas for renewable energy

Production of renewable energy(2) • Expected developments: to define a methodology taking into account changes: • in policy (no more support for energy crops regime and for non-food production), • in technology (second generation biofuels) • in information availability (EU Observ’ER for production, new Directive on Renewable Energy)
