Customer & Stakeholder Perspective Core aspects: • Tracking of reduction in mine incidents on OHS. • Develop an implementation plan for the MHSC responsibilities in the Culture Transformation Framework. • Develop advice reports for the Minister including aspects on legislation and feedback on progress on SAP • Annual awareness survey focussing on increase in awareness (decreasing percentage implies that awareness levels expected to increase progressively) • To monitor and report on progress made on outcomes of the Summit.

Internal Perspective Core aspects:. • The improvement of core business processes will help to eliminate internal control issues and move the MHSC towards operational excellence • The MHSC must position itself as the first port of call for research information and advice regarding mine health and safety. • Develop a programme of initiatives for research technology transfer and adoption including partnerships with innovation agencies to commercialise research

Learning & Growth Perspective Core aspects: • The right balance of skills and high individual performance at the council and office level are imperative for MHSC to achieve its goals • Undertake climate survey every year and implement change programmes to improve climate where gaps exist. • Improved organisational memory by securing and retaining information/data No of information management initiatives implemented

MHSC Initiatives- OHS Summit • Over the years, MHSC focus has been to control workplace risks through technical aspects or the design of systems and controls. • MHSC undertook the project • Changing Minds, Changing Mines • to develop a framework into making a revolutionary change towards attaining zero harm in the sector. 21

MHSC’s Culture Transformation • Vision • We, the Tripartite Stakeholders of the South African Mining Sector, see a future in which every mine employee shall return home unharmed every day. • Mission • Through the individual and collective efforts, each member of the South African Mining Sector, shall (led by the leaders and principals), adhere to the values of care and dignity towards respect for each other; not blaming but applying fair sanction through honesty, integrity and transparency, ensuring trust; equity and equality to attain ZERO HARM.

MHSC Initiatives- Culture Transformation • At the Summit in November 2011, the principalslaunched the Culture Transformation Framework • 11 pillars were identified • Each focussing on various aspects that would improve the attitude and approach to OHS in the sector. • Stakeholder prioritised 5 of the pillars. • Focus is on promotion and implementation of the CTF Initiatives – Activities TRANSFORMING THE SOUTH AFRICAN MINING INDUSTRY 24

MHSC Initiatives- HIV/AIDS & TB Summit • At the Summit in November 2011, the principals agreed to work to the three pillars on HIV/AIDS, TB and Silicosis in the mining sector • PREVENTION • TREATMENT, CARE AND SUPPORT • RESEARCH, MONITORING& SURVEILLANCE • In total there are 22 areasfocus. 28

MHSC Initiatives- Centre of Excellence • The MHSC will fund the Centre of Excellence in line with an approved Business Plan for the Centre. • The MHSC will ensure that leadership of the Centre implement a strategic plan in a coordinated and comprehensive manner in line with the mandate of the MHSC and purpose of the Centre. • The MHSC will consider the Centre of Excellence as a provider of choice for research and capacity building as the Centre develops its own capacity to deliver. 29

Advisory Committees Support to MHSC • SIMRAC advises MHSC on research needs, research programmes and establishes OHS research projects and ensure technology transfer from research outcomes. • MRAC advises the MHSC on proposed regulatory changes , guidelines, codes of practice and standards • MOHAC advises the MHSC on occupational health regulation and policy. • MITHAC advises the MHSC on HIV/AIDS, TB in the sector.
