  2. Meeting Items • Call to order – Maureen Dempsey, M.D., Chief Deputy for Public Health • Welcome and introduction – Dr. Dempsey • Roll Call • Approval of agenda • Approval of May 25, 2011 meeting minutes

  3. Rulemaking Activities • 12VAC5-481 (Virginia Radiation Protection Regulations: • Currently 12VAC5-481 is being revised to include the 2009 update of CRCPD’s SSR. • Currently under OAG review. • There will be a 60 day public comment period once published on the Town Hall website.

  4. Rulemaking Activities • 12VAC5-490 (Radioactive Materials Fee Schedule): • The fees in 22 categories are being lowered. • The amendment was approved by the Commissioner on April 12th and is currently under Governor review.

  5. Mineral Earthquake • Dominion declared an ALERT. • A member of DRH went to North Anna Power Station to retrieve samples to be analyzed. • These samples included a 10 minute air sample, a water sample from the discharge canal, two environmental badges, and activation of the low volume continuous air monitor at North Anna.

  6. Mineral Earthquake • A determination for VDH to continue monitoring for the remainder of the week was made. • At the end of the week it was decided to continue monitoring for a second week due to Hurricane Irene. • The scope of the monitoring was expanded to encompass Surry Nuclear Power Station.

  7. Mineral Earthquake • It was decided to terminate the exercise of environmental monitoring at Surry on September 2nd. • Monitoring at North Anna was terminated on September 15th. • Results are posted on the Environmental webpage.

  8. Uranium • In early December the National Academy of Science (NAS) will release their study on uranium mining/milling in Virginia. • Also Chmura Economic & Analytics Study will release their socioeconomic study for review by the Uranium Subcommittee. • On December 12th the Uranium Subcommittee will be meeting.

  9. Program Activities • X-Ray • Radioactive Materials • Environmental monitoring • Emergency Preparedness/Response

  10. X-ray Program • Recently hired a wage employee. • MQSA contract was completed with FDA. • Purchased a new UNFORS survey meter.

  11. Radioactive Materials Program • Responded to two incidents since last meeting. • Fixed Gauge: • Fixed gauge found at Cycle Systems scrap yard in Lynchburg; • Determined that the gauge came from Dan River, Inc.; • Dan River, Inc. declared bankruptcy in 2008; and • RMP has possession of gauge for proper disposal.

  12. Radioactive Materials Program • Portable Gauge: • A portable gauge being transported in the bed of a pick-up was damaged on I-64 in Goochland; • Gauge was run over by other vehicles; • Licensee’s RSO responded, performed surveys and packaged the pieces for transport; and • RMP staff investigated at licensee’s office. • Recruiting for two wage employees: • One Licenser/Inspector and one Admin Asst.

  13. Environmental Monitoring Program • Completed 2nd and 3rd quarter sampling and analysis, results are posted on webpage. • Hired program Director (Marvin Rideout). • Hired two new wage employees and filled existing wage position. • Increasing frequency from quarterly to weekly for air and water.

  14. Emergency Preparedness • DRH staff participated in the annual evaluated exercise, July 19th at Surry Nuclear Power Station. • One deficiency item was identified for DRH, which was corrected on August 18th. • Reviewing state plan and DRH procedures for updates. • Providing training when requested. • Participated in the VDEM conference.
